Declaración sobre el anuncio del Comité Paralímpico Internacional del 27 de septiembre de 2025 sobre los Comités Paralímpicos Nacionales de Rusia y Bielorrusia

Nosotros, como ministros y altos representantes equivalentes para el deporte de nuestros países afines, así como de la Comisión Europea, hemos tomado nota del anuncio del Comité Paralímpico Internacional (CPI) del 27 de septiembre de 2025 de que las organizaciones miembros del CPI han votado a favor de no mantener las suspensiones parciales de los Comités Paralímpicos Nacionales de Bielorrusia y Rusia.

Respetamos y reconocemos plenamente la independencia y autonomía de las organizaciones deportivas, y que este fue un voto de los miembros del CPI. También mantenemos una fuerte creencia en el espíritu unificador del deporte y los movimientos olímpico y paralímpico. Sin embargo, vemos este desarrollo con gran preocupación, dado que la agresión rusa contra Ucrania continúa y las violaciones rusas y bielorrusas de la Carta Olímpica continúan. 

De hecho, recordamos que las sanciones del Comité Olímpico Internacional (COI) y del CPI contra los Comités Olímpicos y Paralímpicos de Rusia y Bielorrusia se derivaron de la violación de la Tregua Olímpica, a través de la invasión a gran escala de Ucrania por parte de Rusia facilitada por Bielorrusia, lanzada el 24 de febrero de 2022 mientras la Tregua aún estaba en vigor. 

Observamos que el COI, por el contrario, anunció el 19 de septiembre de 2025 que mantendrá su postura de garantizar que no haya representación estatal rusa o bielorrusa en los Juegos Olímpicos de Invierno Milán Cortina 2026. Acogemos con beneplácito el anuncio del COI y su mantenimiento de la suspensión del Comité Olímpico Ruso por violaciones de la Carta Olímpica, incluida su violación de la integridad territorial del Comité Olímpico Nacional de Ucrania.

También tomamos nota de la actualización del CPI del 23 de octubre de que, en la práctica, es probable que ningún atleta ruso o bielorruso se clasifique para los Juegos Paralímpicos de Invierno Milán Cortina 2026. Hacemos un llamado al CPI para que aclare qué significará la decisión de sus miembros para los eventos deportivos paralímpicos más allá de los Juegos Paralímpicos de Invierno Milán Cortina 2026, y para aquellas áreas bajo el Comité Paralímpico Nacional de Ucrania que Rusia ha ocupado temporalmente. 

También hacemos un llamado a las federaciones internacionales de manera individual para que continúen siguiendo la postura del COI para garantizar que no haya representación estatal rusa o bielorrusa en sus deportes.

Statement on the International Paralympic Committee’s announcement of 27 September 2025 on the Russian and Belarusian National Paralympic Committees 

We, as Ministers and equivalent senior representatives for sport of our like-minded countries as well as the European Commission, have noted the announcement by the International Paralympic Committee (IPC) of 27 September 2025 that IPC member organisations have voted not to maintain the partial suspensions of the National Paralympic Committees of Belarus and Russia.

We fully respect and recognise the independence and autonomy of sports organisations, and that this was a vote by the IPC membership. We also maintain a strong belief in the unifying spirit of sport and the Olympic and Paralympic Movements. However, we view this development with serious concern, given that the Russian aggression against Ukraine continues and the Russian and Belarusian breaches of the Olympic Charter remain. 

Indeed, we recall that the International Olympic Committee (IOC) and IPC sanctions against the Russian and Belarusian Olympic and Paralympic Committees stemmed from the violation of the Olympic Truce, through Russia’s full-scale invasion of Ukraine facilitated by Belarus, launched on 24 February 2022 while the Truce was still in effect. 

We note that the IOC in contrast announced on 19 September 2025 that they will be maintaining their stance of ensuring no Russian or Belarusian state representation at the Milan Cortina 2026 Winter Olympic Games. We welcome the IOC’s announcement and their maintenance of their suspension of the Russian Olympic Committee for breaches of the Olympic Charter, including its violation of the territorial integrity of the National Olympic Committee of Ukraine.

We also note the IPC’s update of 23 October that in practice no Russian or Belarusian athletes are now likely to qualify for the Milan Cortina 2026 Winter Paralympic Games. We call upon the IPC to clarify what the decision of their members will mean for paralympic sports events beyond the Milan Cortina 2026 Winter Paralympic Games, and for those areas under the National Paralympic Committee of Ukraine that Russia has temporarily occupied. 

We also call upon individual International Federations to continue to follow the IOC stance to ensure no Russian or Belarusian state representation in their sports.
