11 December 2025.- The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has proposed the closure of the Ramón Sánchez-Pizjuán stadium for a month and the imposition of a fine of 120,000 euros for Sevilla FC for the incidents that occurred during the match against Real Betis Balompié on 30 November.
The file prepared by the National Sports Office (OND) of the National Police provides abundant information on the launch of objects to the field during the celebration of the meeting and the display of hate banners or linked to radical groups such as Biris Norte or Bukaneros.
Law 19/2007, of July 11, against violence, racism, xenophobia and intolerance in sport expressly prohibits the giving of “promotion or support” to groups of radical followers. However, the Sevillian derby began with the deployment in a background of the Ramón Sánchez-Pizjuán of a great tifo of tribute to the Biris on the 50th anniversary of its foundation.
The banner occupied a whole background of the stadium and showed a different drawing to that announced for authorization by the club three days before the match. The security coordinator expressly warned about the possible link to the radical group, a possibility ruled out by Sevilla FC. In addition, the authorship of the typhus was claimed by the ultras themselves in open social media profiles.
On the other hand, other hate banners were detected in the stand of Ramón Sánchez-Pizjuán, according to the proposed sanction agreed by the State Commission against Violence in Sport. One of them alluded to the brawl staged by members of Biris Norte, Supporters and United Family before the match, which was investigated by the National Police.
Open Workouts
In addition, the Commission has proposed a fine of 40,000 euros to Sevilla FC and 30,000 euros to Real Betis Balompié for non-compliance with security and access control measures in training open to the public prior to the derby dispute.
Flares appeared in the stands of both teams, elements prohibited by the serious risk they represent for the safety of citizens. The difference between the entity of both proposals for fines lies in the volume of smoke canisters.
Ultras
Likewise, the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has proposed for punishment 107 fans of Real Valladolid, Real Sporting de Gijón and Real Oviedo for the disturbances that occurred on October 19 at the José Zorrilla stadium in Valladolid.
According to the report prepared by the National Police, radicals from the three clubs met a few hours before the match. The agents avoided a direct confrontation, but the fans came to throw objects and cross insults and threats. The State Commission has proposed fines of up to 3,001 euros to those involved.
On the other hand, the collegiate body has agreed a proposal for a fine of 1,500 euros for a fan of the Vallecano Ray that prevented FC Barcelona players from handing their shirts to some children at the end of the match held in Madrid on August 31.
The report contributed by the Information Brigade of the National Police in Madrid points to a component of the radical group Bukaneros. In the images we can see how the follower recriminates the children who request T-shirts from the players of the rival team, Alejandro Balde and Frenkie De Jong.
High risk
Finally, the Commission has agreed on the high-risk declaration of the following La Liga match:
Vallecano Ray – Real Betis Balompié
- Madrid, 15 December 2025
- 9 p.m.
- First Division
The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist practices in sport.
The Standing Committee, which meets on a fortnightly basis, is composed of representatives of the Ministry of the Interior, the Higher Sports Council, the National Police, the Civil Guard, the Royal Spanish Football Federation, La Liga, the ACB and the Attorney General’s Office.
The declaration of high risk implies the adoption of additional measures in the security of the event, the limitation of the sale of tickets in person on the day of the match and the reinforced control of the visiting fans.
