The Commission against Violence in Sport proposes a fine of 20,000 euros for RCD Mallorca for supporting a radical group

  • RCD Mallorca awarded Son Moix’s animated stand and megaphone to a leading member of the radical group Supporters Mallorca
  • The Commission requests a fine of 60,000 euros and a three-year ban on access to sports venues for a Betis fan, a member of United Family, who opened an emergency door at the Real Oviedo stadium and caused an avalanche and the uncontrolled entry of some 80 fans
  • Real Madrid CF- Benfica, Real Betis Balompié - Sevilla FC and Celta de Vigo - PAOK matches declared high-risk

19 de February de 2026.- The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has proposed a fine of 20,000 euros for the Real Club Deportivo Mallorca for providing support to radical fans.

According to the file prepared by the National Sports Office (OND) of the National Police, the Balearic club gave a leading role in the entertainment hall of the Son Moix Stadium to a prominent member of the Supporters Mallorca group.

The RCD Mallorca assigned to this follower the responsibility of the lectern located in that sector of the graderío and of the only authorized megaphone, reinforcing its image of leadership among the fans. The club itself identified the fan as a member of Supporters Mallorca in a letter sent to the OND last September.

The State Commission describes the facts as a serious violation, contemplated in Law 19/2007 of July 11 against violence, racism, xenophobia and intolerance in sport. It is the third proposed sanction of these characteristics for RCD Mallorca since the end of 2023.

Clubs

In addition, the members of the Commission have agreed to propose to sanction three other football clubs for various breaches of the regulations on access control, the distribution of fans and the display of prohibited banners.

The State Commission against Violence in Sport proposes a fine of 5,000 euros for the Real Racing Club of Santander for allowing the occupation of the evacuation routes (stairs and vomiting) in the match against Real Sociedad B last October.

The club organising the meeting is obliged to take appropriate measures to ensure the safety of the spectators in the venue. The occupation of the evacuation routes in a football stadium represents a serious risk for the safety of the attendees, since it compromises the correct and rapid extraction of the fans in case of emergency.

On the other hand, the State Commission proposes 3,001 euros of fine for the Xerez Club Deportivo for the pyrotechnic devices detonated in the stand of the Chapín Stadium in the derby against the Xerez Deportivo Fútbol Club.

According to the regulations, clubs must adopt measures to prevent the entry of prohibited material to their stadiums. The meeting was held on January 3 and corresponds to the fourth group of the Second Federation.

And finally, the collegiate body has proposed a sanction of 5,000 euros for the Club Atlético Osasuna of Pamplona for the commission of a serious infringement for allowing the display of unauthorized banners during the match against Real Oviedo, held on January 17.

Ultras

Likewise, the State Commission against Violence in Sport has agreed to request a sanction of 60,000 euros and the prohibition of entry into stadiums and sports venues for three years to an amateur of the Real Betis Balompié, linked to the radical group United Family.

The file provided by the National Police shows how this Betis fan opened the emergency door at access 24 of the Carlos Tartiere Stadium in Oviedo and caused the entry, without any control, of about 80 fans.

The action caused an avalanche at the entrance to the venue, slight injuries to a club worker and a situation of overcrowding in a space reserved for the visiting fans. The Commission proposed him for punishment on 11 previous occasions.

High risk

Finally, the Commission has agreed on the declaration of high risk for the following football matches:

Real Madrid CF – Benfica

  • Madrid, February 25, 2026
  • 9 p.m.
  • Champions League

Real Club Celta de Vigo – PAOK of Thessaloniki

  • Vigo, February 26, 2026
  • 9 p.m.
  • Europa League

Real Betis Balompié – Sevilla FC

  • Seville, 1 March 2026
  • 6.30 p.m.
  • First Division

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist practices in sport.

The Standing Committee, which meets on a fortnightly basis, is composed of representatives of the Ministry of the Interior, the Higher Sports Council, the National Police, the Civil Guard, the Royal Spanish Football Federation, La Liga, the ACB and the Attorney General’s Office.

The declaration of high risk implies the adoption of additional measures in the security of the event, the limitation of the sale of tickets in person on the day of the match and the reinforced control of the visiting fans.
