The CSD gives 49 million euros to the autonomies to modernise their high-performance sports facilities

Historic distribution of European funds in the Sectoral Committee on Sport

 

This investment, belonging to the Ecological Transition line of the Recovery, Transformation and Resilience Plan, will be made during the last quarter of 2021

The distribution between autonomous communities has been decided on the basis of eleven criteria of sports and territorial cohesion

Madrid, 28 September 2021.- The Sectoral Committee on Sport met today at the headquarters of the Higher Sports Council (CSD) to address the historic distribution of 49 million euros among the autonomous communities coming from the European Funds. The amount, which will be distributed in the last stretch of 2021, comes from the Ecological Transition Plan of the Sports Facilities, which has an endowment of 146 million for the next three years. The distribution will be raised to a forthcoming call for the Sectoral Conference on Sport.

The aforementioned Plan aims to modernize the sports infrastructures of our country through the Energy Sport 2.0 project. It includes various actions aimed at replacing the current energies they use in their operation with others with lower polluting emissions, as well as the renewal of equipment to obtain the maximum energy performance of each of the systems they have. Regarding the EUR 49 million that will be distributed to the CCAA during this year, it should be said that it will be dedicated entirely to renovating facilities of the High Performance Centers and Sports Technification distributed throughout the Spanish geography.

For the president of the CSD, Jose Manuel Franco, “the modernization of the facilities influences the development of environmental sustainability and the impact that sport has on the creation of a new model of sustainable and environmentally friendly society”. “This must be a global strategy that includes interterritorial coordination. Only with everyone’s involvement in the process will we be able to achieve maximum effectiveness and implementation. This distribution that we approved today is historic and unprecedented,” he added.

Criteria for distribution

During today’s meeting, the criteria for the distribution of the funds allocated to this project for the years 2021 to 2023 have been presented, and are:

  • Number of High Performance Centers owned by the Autonomous Community
  • Number of High Performance Technical and Specialized Centers

    • Constructive Criteria:
      • Surface built in the Technification and Specialized High Performance Centers of each CCAA with respect to the total built surface of the Network of Centers. A corrective factor has been applied, taking only the covered constructed surfaces of each Center
    • Sports Criteria:
      • Number of Specialized High Performance Center and/or Technification Center classified by CSD, fixed amount per center
      • Number of high-performance programs developed in the Network of Technification Centers of each CCAA with respect to the total number of the Network of Centers
      • Number of State technification programs developed in the Network of Technification Centers in the CCAA with respect to the total of the Network of Centers
      • Number of autonomous technification programs developed in the Network of Technification Centers in the CCAA with respect to the total of the Network of Centers
      • Sportspeople in the CCAA Technification Centers with respect to the total number of sportspeople in the Center Network
      • Number of autonomous licenses of the sports modalities with program of technification and/or high performance developed in the CCAA with respect to the total of athletes of the Network of Centers
      • Ratio total regional sports licences/CCAA population
    • Territorial Cohesion Criterion: fixed amount per CCAA

    In this way, the distribution of 2021 will be carried out as set out in the annex.

    This item will allow at least 54 technification centers and/or sports facilities to be renovated, improve their energy efficiency and modernize their facilities.

    300 million for sport

    The Recovery, Transformation and Resilience Plan of the Spanish economy includes, as one of the ten lever policies for the recovery of the country after the impact of the COVID-19 pandemic, the “Boost of the culture and sports industry”. The European Funds that are going to go to the sports chapter alone amount to EUR 300 million over the next three years. No other EU country has had a specific chapter in the funds devoted to this subject.

    Specifically, the Sport project of European funds includes three specific investment plans. In addition to the Ecological Transition Plan for sports facilities, which has a total budget of 146 million over the next three years, two more are contemplated. One focused on the digitisation of the sports sector, endowed with 75.6 million euros, and a second aimed at the implementation of a social plan of sport and which will have 77.9 million.
