Proposals for sanction by the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport

13 January 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting this Monday at the headquarters of the Higher Council of Sports (CSD), has agreed to declare High Risk the parties:

  • FC Barcelona – Atalanta (Wednesday, 29 January 2025)
  • Girona FC – Arsenal (Wednesday, January 29, 2025)
  • Burgos CF – Racing de Santander (Saturday, February 1, 2025)

In addition, a number of proposals for sanctions have also been agreed, including:

Proposals for sanctions against clubs:

  • Proposal to sanction 4,000 euros to the Rayo Vallecano de Madrid due to deficiencies in the measures of control of access and permanence of spectators by not preventing an amateur during the celebration of the match from invading the playing field at the meeting: Rayo Vallecano de Madrid-Real Madrid CF.
  • Proposal for a sanction of 3.001 euros to the Real Sociedad de Fútbol for deficiencies in the measures of control of access and permanence of spectators by not preventing the introduction and, subsequently, the display of a large banner without the necessary prior communication and without providing the certificate of being made with flame retardant materials in the meeting: Real Society-Dinamo of Kiev.
  • Proposal for a sanction of EUR 3.001 to Real Zaragoza for deficiencies in the control measures of access and permanence of spectators by not preventing the introduction and, subsequently, the deployment of two large banners without the necessary prior communication and without providing the corresponding certificates of being made with flame retardants at the meeting: Real Zaragoza - Racing Club de Ferrol.
  • Proposal for a sanction of EUR 3.001 to Manises CF for deficiencies in the control measures of access and permanence of spectators by not preventing the introduction and, subsequently, the display of a banner without the necessary prior communication and without the certificate of being made with flame retardants; and, in addition, not to prevent the invasion of the playing field by an amateur once the meeting is over: Manises CF

Amateurs' proposals for penalties:

  • Proposals for the sanction of 4,000 euros and prohibition of access to sports venues for a period of 12 months for 16 individuals who, before the start of the match, participated actively in a clash between hobbies that occurred on an avenue near the stadium on the occasion of the meeting: RCD Espanyol de Barcelona-Real Oviedo.
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an individual who, after scoring a goal by the local team, violently pushed a security guard during the meeting: Atlético de Madrid – Real Madrid.
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an individual who, after attempting to access the stadium without entry or valid title, attacked the security guard who had prevented him from entering the party: Rayo Vallecano de Madrid – Real Madrid CF.
  • Proposed sanction of 4,000 euros and prohibition of access to sports venues for a period of 12 months for an individual who, showing a defiant attitude, interrupted the police activity in one of the stands, refused to be identified and voiced insults to the police while trying to have those present follow their attitude on the occasion of the party: RC Recreativo de Skyscanner-Hércules de Alicante.
  • Proposal for a penalty of 3,500 euros and a ban on access to sports venues for a period of 9 months to an amateur who abused another amateur after recriminating him that made it difficult for him to see because he was standing at the meeting: CD Castellón – CD Miranda.
  • Proposal for a sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months to an amateur who threatened and severely and repeatedly insulted a security guard at the meeting: Hercules de Alicante CF- Villarreal CF B.
  • Proposal for a penalty of 3.001 euros and prohibition of access to sports venues for a period of 6 months for an individual who tried to hinder police action on one of the stands, while trying to have those present follow their attitude on the occasion of the match: RC Recreativo de Oakland - Hércules de Alicante.
  • Proposal for a sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months to an amateur who, showing clear symptoms of drunkenness and wearing a glass bottle containing beer, severely and repeatedly insulted the police who prevented him from meeting: Granada CF – Cádiz CF.
  • Proposal for a penalty of EUR 3,001 and a ban on access to sports venues for a period of 6 months to an amateur who, during the course of the match, invaded the playing field during the meeting: Rayo Vallecano de Madrid-Real Madrid CF.
  • Proposal for a sanction of EUR 3.001 and a ban on access to sports venues for a period of 6 months to an amateur who, at the stadium gate 15, was trying to access two cans of beer on the occasion of the meeting: Real Sociedad – Dinamo de Kiev.
  • Proposal for a penalty of EUR 3,001 and a ban on access to sports venues for a period of 6 months to an amateur who entered the stadium with a knife and a corkscrew on the occasion of the meeting: Pontevedra CF – Levante UD.
  • Proposal for a penalty of 3.001 euros and prohibition of access to sports venues for a period of 6 months to an amateur who was located inside the stadium carrying a knife on the occasion of the meeting: Pontevedra CF – Levante UD.
  • Proposed sanction of 3,001 euros and prohibition of access to sports venues for a period of 6 months to an amateur who was located inside the stadium wearing a pyrotechnic device on the occasion of the meeting: Pontevedra CF – Levante UD.
  • Proposal for a sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months to an amateur who, at the 31st door of the stadium, showing clear symptoms of intoxication tried to access two cans of beer on the occasion of the meeting: Levante UD – Elche CF.
  • Proposal for a penalty of EUR 3,001 and a ban on access to sports venues for a period of 6 months to an amateur who, after the end of the match, invaded the playing field and threatened the police who intercepted him on the occasion of the match: Manises CF – Getafe CF.
  • Proposal for a sanction of EUR 3,001 and a ban on access to sports venues for a period of 6 months for an amateur who, after trying to hang in the entrance row to the stadium, ignored the indications of the police, undervalued his work, and among his belongings he hid two firecrons at the time of the party: Manises CF – Getafe CF.
  • Proposal for a EUR 2,000 sanction and ban on access to sports venues for a period of 4 months to an amateur who, at door 43, greatly and repeatedly increased and insulted local fans on the occasion of the match: Real Madrid – Milan.
  • Proposal to sanction EUR 2,000 and ban access to sports venues for a period of 4 months to an amateur who, after preventing the normal development of access to the stadium at door 8, carried an alcoholic beverage in a plastic bag hidden between his clothes on the occasion of the match: Real Betis Balompié - NK Celje.
  • Proposal for a EUR 2,000 sanction and ban on access to sports venues for a period of 4 months to an amateur who played an altercation at the stadium gate 7 on the occasion of the match: Real Betis Balompié - NK Celje.
  • Proposal for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months for an amateur who consumed a narcotic substance while accompanied by minors on the occasion of the party: Real Betis Balompié - NK Celje.
  • Proposal for a penalty of 1,500 euros and a ban on access to sports venues for a period of 3 months to an amateur who seriously threatened and insulted the party's referees: UCAM Murcia -Real Madrid de Basketball.
  • Proposal for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months for an amateur who stirred a flag while performing obscene gestures directed to the visitors on the occasion of the match: Bilbao Basket – C Joventut Badalona.
  • Proposal for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months to an amateur who severely and repeatedly insulted a local fan who stirred a flag on the occasion of the party: Bilbao Basket – C Joventut Badalona.
  • Proposal for a penalty of 1,500 euros and a ban on access to sports venues for a period of 3 months to an amateur who threatened and repeatedly insulted a security guard on the occasion of the party: Hercules de Alicante CF- Villarreal CF B.
  • Proposal for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months to an amateur who, while running together with a group of some 100 fans of the stadium, triggered a flare with risk for the people gathered there on the occasion of the match: Real Racing Club de Santander -Burgos CF.
  • Proposals for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months for three fans who ignored the vigilantes who told them that they were not occupying their seat on the occasion of the match: Real Racing Club de Santander -Burgos CF.
  • Proposal for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months to an amateur who severely and repeatedly insulted the police officers who told him that he could not access the platform where he intended for security reasons at the time of the match: Real Racing Club de Santander -Burgos CF.
  • Proposals for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months for two amateurs who disobeyed the security guards who required them to occupy their locality on the occasion of the match: CD Castellón -CD Miranda
  • Proposal for a penalty of 1,500 euros and a ban on access to sports venues for a period of 3 months to an amateur who, at the 15th door of the stadium, tried to access with two bottles of alcoholic beverage hiding among his clothes on the occasion of the meeting: Real Society- FC Barcelona.
  • Proposal for a penalty of 1,500 euros and prohibition of access to sports venues for a period of 3 months to an amateur who tried to force the 2b gate of the stadium on the occasion of the meeting: Real Society- FC Barcelona.
  • Proposal for a penalty of 1,500 euros and a ban on access to sports venues for a period of 3 months to an amateur who, at door 15 of the stadium, tried to access with two bottles of alcoholic beverage hiding among his clothes on the occasion of the meeting: Real Society- FC Dinamo de Kiev.
  • Proposals for a penalty of EUR 1,500 and a ban on access to sports venues for a period of 3 months to three amateurs who displayed a large banner on the top floor without being certified as fire-retardant or previously communicated on the occasion of the meeting: Real Society- FC Dinamo de Kiev.
  • Proposals for a penalty of 1,500 euros and a ban on access to sports venues for a period of 3 months to three fans who were surprised by urinating inside the stadium on the occasion of the meeting: Valencia CF- Real Betis Balompié.

About the Antiviolence Commission

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGBTI practices in sport.

The Standing Committee, which meets on a biweekly basis, is composed of representatives of the High Council of Sports, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Real Federación Española de Fútbol, LaLiga and ACB and the Office of the Attorney General of the State.
