Proposals for sanctions by the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport

Madrid, 26 May 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting this Wednesday at the headquarters of the Higher Sports Council (CSD), in relation to the recent judgment of the Provincial Court of Valladolid, which condemns those accused of insulting the player of Real Madrid Vinicius Junior, wants to state that such a judicial decision comes to corroborate the commitment of the institutions involved in the eradication of racist conducts in the field of sport.

In this sense, the conviction of the five accused of insulting the Real Madrid player reflects that racism has no place in sport and, from the institutions, work tirelessly to purge the responsibilities of the authors of such conducts in all possible ways: disciplinary, administrative and judicial.

To this latest sentence for the racist insults committed in the José Zorrilla stadium, add the one of June 10, 2024 that sentenced three individuals to 8 months in prison and two years of prohibition of entry to the sports venues for insults to Vinicius Jr. in the match held in Mestalla on May 21, 2022; the conviction of eight months in prison to an individual for writing attacks and racist insults directed to the players Vinicius Jr. and Antonio Rüdiger through the digital forum of a sports newspaper; and, also, the sentence of one year in prison and the prohibition of the Mokus.

Also, it has been agreed to declare of High Risk the parties:

  • Real Racing Club de Santander – Granada CF, corresponding to the 42nd day of the Second Division.
  • Deportivo de La Coruña – Elche CF, corresponding to the 42nd day of Second Division.

The following proposals for sanctions have also been approved:

Proposals for sanctioning football clubs:

  • Proposal for a sanction of 3,001 euros to the Royal Society of Football SAD for not establishing the necessary measures of control of access and stay of spectators that prevented the introduction and subsequent activation of various fumigenic devices in the Grada Sur Baja on the occasion of the meeting: REAL SOCIETY OF SAD FOOTBALL – ATHLETIC CLUB.

 

Proposals for penalties for amateurs:

  • Proposal for a sanction of EUR 6 000 and a ban on access to sports venues for a period of 12 months for an individual who, at the entrance to Gate 17, after skipping the access turnstile, assaulted a security guard serving at that gate on the occasion of the match: RAY VALLECANO FROM MADRID SAD – RCD ESPANYOL FROM BARCELONA SAD.
  • Proposals for a sanction of EUR 5,000 and a ban on access to sports venues for a period of 12 months for two individuals who, at the entrance to Gate 17, threatened and pushed a security guard serving at that gate on the occasion of the match: RAY VALLECANO FROM MADRID SAD – RCD ESPANYOL FROM BARCELONA SAD.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after trying to access the stadium through several doors without a valid title, at door number 3 reiterated the insults directed at the guards and, in addition, assaulted one of them on the occasion of the match: CD ELDENSE SAD – REAL SPORTING DE GIJÓN SAD.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after passing the access control of the stadium, was located in possession of a razor during the match: ELCHE CF SAD – ALBACETE BALOMPIÉ SAD.
  • Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for two individuals who, after wanting to access the stadium through Gate 14 at an unauthorized time, subsequently tried to enter by force and struggled with one of the guards who intercepted them on the occasion of the match: MÁLAGA CF SAD – CD CASTELLÓN SAD.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after leaving his locality, attempted to access the VIP box, committing and insulting both a member of the club’s board of directors and an amateur who was in the box on the occasion of the match: CA OSASUNA – SEVILLA CF.
  • Proposal for a sanction of EUR 5 000 and a ban on access to sports venues for a period of 12 months for an individual who, in the preferred stand, kicked and then threw two seats on the pitch at the meeting: SD COMPOSTELA SAD – REAAL VALLADOLID PROMISES.
  • Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of twelve months for an individual who, located in the lower main gallery, addressed the visiting team’s coach with expressions of a racist nature on the occasion of the match: ATHLETIC CLUB – LAS PALMAS SAD.
  • Proposal for a sanction of 3,001 euros and a ban on access to sports venues for a period of six months for an individual who, throughout the match, repudiated and insulted the visiting fans and each arbitral decision and subsequently insulted the arbitral delegate in the match: REAL MADRID BASKETBALL – OLYMPIAKOS BC.
  • Proposal for a sanction of 3,001 euros and a ban on access to sports venues for a period of six months for an individual who, at the 76th minute of the match, threw a plastic bottle on the pitch that caused the referee to stop the match: CD ELDENSE SAD – SPORTING BY GIJÓN SAD.
  • Proposals for a sanction of 2,000 euros and a ban on access to sports venues for a period of 4 months for four individuals who, in the access tunnel to the West Stand of Gate 5, confronted the guards who urged them to occupy the assigned locations and later resisted being identified by the police at the meeting: CD MIR⦅⦆ SAD – BURGOS CF SAD.
  • Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for two individuals who, hiding behind a flag, activated two smoke devices on the occasion of the meeting: REAL SOCIETY OF SAD FOOTBALL – ATHLETIC CLUB.

Those amateurs identified as authors of various breaches of Law 19/2007 against violence, racism, xenophobia and intolerance in sport have also been proposed for punishment: for altering the order, for the introduction and consumption of alcoholic beverages, for drug consumption, for insulting and threatening amateurs, vigilantes and police, for trying to access without valid title, not following the instructions of security officials, etc.

The Standing Committee, which meets biweekly, is composed of representatives of the Higher Sports Council, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Office of the Attorney General of the State.
