Proposals for sanctions by the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport
Madrid, 17 June 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting today Wednesday at the headquarters of the Higher Sports Council (CSD), has agreed on several proposals for sanctions, among which include:
Proposals for sanctioning football clubs:
- Proposal for a sanction of 350,000 euros, and temporary closure of the sports grounds for a period of three months, to the Real Club Celta de Vigo SAD for failing to establish the necessary measures to control the access and stay of spectators and to prevent the evacuation routes of the Low Marker stand, which were collapsed by amateurs throughout the match; for allowing an employee of the club to provide access to numerous amateurs from the Rio Bajo stand to the Low Marker stand; and, in addition, allowing access to the stadium by a group of at least 36 persons from a valid observation portal of vehicles to the stadium. REAL CLUB CELTA DE VIGO SAD – RAYO VALLECANO DE MADRID SAD.
- Proposal for a sanction of 100,000 euros, and temporary closure of the sports grounds for a period of two months, to the Associació Esportiva Palma de Mallorca Futsal for serious deficiencies in the measures of control of access and stay of spectators by not preventing an excess of capacity, estimated at more than 800 people, occupying with serious risk for the safety of fans the evacuation routes, the access stairs and corridors; in addition, for the placement in the evacuation areas of additional plastic chairs available to the fans on the occasion of the match: AE PALMA DE MALLORCA FUTSAL – FC BARCELONA (FUTSAL).
- Two proposals for a sanction of 50,000 euros each to the Osasuna Athletic Club for the repeated deficiencies in the measures of control of access and stay of spectators by not preventing the exhibition of large banners without prior authorization or certificate of being made with flame retardant materials and, in addition, not preventing an individual from staying perched on the fence for much of the match by haranguing the fans of the south stand. The facts have been recorded in the meetings: CLUB ATLÉTICO OSASUNA – GETAFE CF SAD and in the CLUB ATLÉTICO OSASUNA – RCD ESPANYOL DE BARCELONA.
- Proposal for a sanction of 25,000 euros, and temporary closure of the sports grounds for a period of one month, to Real Zaragoza for serious deficiencies in the measures of control of access and stay of spectators by not preventing the invasion of a large group of fans on the pitch once the match is over, the ignition of several flares and the display of a large banner with a legend alluding to a group whose members have been sanctioned for numerous breaches of Law 19/2007, without prior communication or having the mandatory certificate of being made with fire retardant materials, on the occasion of the meeting: REAL ZARAGOZA SAD – REAL CLUB DEPORTIVO DE LA CORUÑA SAD.
- Proposal for a sanction of 10,000 euros, and temporary closure of the sports grounds for a period of one month, to Real Avilés Industrial CF for serious deficiencies in the control measures of access and stay of spectators by not preventing the massive invasion of the playing field once the match is over and the activation of several pyrotechnic devices on the occasion of the match: REAL AVILÉS INDUSTRIAL CF SAD – CF LIGHTNING MAJADAHONDA SAD.
- Proposal for a sanction of 10,000 euros, and temporary closure of the sports grounds for a period of one month, to the Youth of Torremolinos CF for serious deficiencies in the control measures of access and stay of spectators by not preventing the massive invasion of the playing field once the match is over, as well as the activation of several pyrotechnic devices on the occasion of the match: YOUTH OF TORREMOLINOS CF – MINING SPORTS CLUB.
- Proposal for a sanction of 10,000 euros, and temporary closure of the sports grounds for a period of one month, to the CF Talavera de la Reina for serious deficiencies in the measures of control of access and stay of spectators by not preventing the massive invasion of the playing field once the match is over and the activation of a firework during the match: CF TALAVERA DE LA REINA – TORRENT CF.
- Proposal for a sanction of 10,000 euros, and temporary closure of the sports grounds for a period of one month, to the Burgos Football Club for deficiencies in the measures of control of access and stay of spectators by not preventing the massive invasion of the playing field once the match is over and the activation in the stand of a bengal on the occasion of the match: BURGOS CF SAD – RAISE UP UD SAD.
- Proposal for a sanction of EUR 10,000 to Torrent CF for serious deficiencies in the control measures for access and stay of spectators by not preventing a fence from being activated on the stand and a bottle of 1.5 litres of capacity, full and with a cap, and a fence turned off on the occasion of the match, being thrown onto the playing field: TORRENT CF – CF TALAVERA DE LA REINA.
- Proposal of sanction of 5,000 euros to the CP Cacereño for deficiencies in the measures of permanence of spectators by not preventing the massive invasion of the playing field after the end of the match: CP CACEREÑO SAD – CD ESTEPONA FS.
- Proposal for a sanction of 5,000 euros to AD Ceuta CF for serious deficiencies in the measures to control the stay of spectators by not preventing the occupation of the evacuation routes, corridors and stairs, and the invasion of the playing field after the end of the match of a group of about 150 fans on the occasion of the match: AD CEUTA FC – SPORTS YECLANO.
- Proposal for a sanction of 5,000 euros to Real Betis Balompié for deficiencies in the control measures of spectator access by not preventing an amateur from introducing a bengal in the encounter REAL BETIS BALOMPIÉ SAD – ACF FIORENTINA.
- Two proposals for the sanction of 4,000 euros each to the Vallecano Ray of Madrid for deficiencies in the control measures of access and stay of spectators by not preventing, inside the stadium, alcoholic beverages from being introduced and consumed in the matches: RAY VALLECANO FROM MADRID SAD – REAL BETIS BALOMPIÉ SAD, and RAY VALLECANO FROM MADRID SAD – GETAFE CF SAD.
- Proposal for a sanction of 3,001 euros to the Mérida Sports Association for deficiencies in the measures of control of access and stay of spectators by not preventing the introduction and activation of several smoke boats in the encounter: AD MÉRIDA SAD – SEVILLA ATLÉTICO.
Given the repeated invasions of the playing field and activation of pyrotechnic devices that are taking place in the last days, the Permanent wishes to call on the organizers to ensure strict compliance with the measures to control the stay of spectators in sports venues. In this regard, the Commission reminds both clubs and fans that invasions of the playing field and the activation of pyrotechnic devices, even if they are due to expressions of joy, seriously jeopardise the safety and integrity of all participants in sporting events.
Proposals for penalties for amateurs:
- Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, at gate 22 of the stadium, seriously and repeatedly threatened and insulted the fans visiting on the occasion of the match: ELCHE CF SAD – RAISE UP UD SAD.
- Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, at the time of the arrival of the visiting bus, repeatedly refused to follow the indications of the police and tried to attack them on the occasion of the match: REAL ÁVILA CF SAD – CP CACEREÑO SAD.
- Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for three individuals who, after leaving their seat, attempted to gain forced access to the tribune area causing the collapse of an evacuation route on the occasion of the meeting: REAL ÁVILA CF SAD – CP CACEREÑO SAD.
- Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for five individuals who, at the ground zero, seriously disturbed the order and tried to cross the safety line during the match: RC CELTA DE VIGO SAD – RAY VALLECANO OF MADRID SAD.
- Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for five individuals who actively participated in a hobby contest that took place on the day of the match: REAL MADRID CF – C ATLÉTICO DE MADRID SAD.
- Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, during the discount time, invaded the playing field, causing the main referee to be forced to stop the match, and when intercepted attacked one of the watchmen during the match: DEPORTIVO ALAVÉS SAD – VALENCIA CF SAD.
- Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for two individuals who, in the great southern goal of the stadium, fought causing a serious disturbance of order in the match: REAL BETIS BALOMPIÉ SAD – SEVILLA FC SAD.
- Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, in the great northern goal, activated a bengal during the match: REAL BETIS BALOMPIÉ SAD – SEVILLA FC SAD.
- Proposals for penalties of 3,001 euros and a ban on access to sports venues for a period of six months for 81 visiting fans who, in the vicinity of establishments near the stadium, threw bottles at the fans of the Alaves causing serious disturbance of public order and numerous damage to urban furniture and commercial premises; and, in addition, carried numerous objects and material likely to be used to exert violence (pvc and wooden sticks, balaclavas, bearings, gloves with reinforced knuckles, glass bottles, etc.) On the occasion of the meeting: DEPORTIVO ALAVÉS SAD – ATLÉTICO DE MADRID SAD.
- Proposals for a sanction of 3,001 euros and a ban on access to sports venues for a period of six months for 11 individuals who, on the arrival of the bus of the visiting team, issued serious insults while throwing blunt objects on the occasion of the match: REAL ÁVILA CF SAD – CP CACEREÑO SAD.
Those amateurs identified as authors of various breaches of Law 19/2007 against violence, racism, xenophobia and intolerance in sport have also been proposed for punishment: for altering the order, for the introduction and consumption of alcoholic beverages, for drug consumption, for insulting and threatening amateurs, vigilantes and police, for trying to access without valid title, not following the instructions of security officials, etc.
About the Anti-Violence Commission
The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGTBIphobic practices in sport.
The Standing Committee, which meets biweekly, is composed of representatives of the Higher Sports Council, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Office of the Attorney General of the State.
