Proposals for sanctions by the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport

Madrid, 1 July 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting today Tuesday at the headquarters of the Higher Sports Council (CSD), has agreed on several proposals for sanctions, among which include:

Proposals for sanctioning football clubs:

  • Proposal for a sanction of 50,000 euros, and temporary closure of the sports grounds for a period of one month, to the Royal Football Society for not establishing the necessary measures of control of access and stay of spectators and preventing a group of spectators (200 people approx.) remain standing during the match in the north-east and north-west areas; do not prevent the sale of alcohol in the cafeteria inside the venue; do not prevent the consumption of alcohol inside the stadium; do not prevent the introduction and activation of several smoke pots and flares in the 18th minute of the extension; and do not prevent the massive invasion of the playing field after the end of the match REAL SOCIEDAD B – NASTIC DE TARRAGONA.
  • Proposal for the sanction of 30,000 to the Vallecano Lightning for not establishing the necessary measures to control the stay of spectators and prevent that, once the match was over, there was a massive invasion of the playing field; for organizing the displacement of players on a bus, without the necessary authorization of the Government Delegation or having communicated it sufficiently in advance to the security coordinator, to the Source of the Madrid Assembly once the match was over: RAY VALLECANO – RCD MALLORCA.
  • Proposal for a sanction of 8,000 euros to the Vallecan Lightning or for not establishing the necessary measures to control the access and stay of spectators and prevent alcoholic beverages from being introduced and consumed inside the stadium during the match: RAY VALLECANO – RCD MALLORCA.
  • Proposal for a sanction of 10,000 euros, and temporary closure of the sports grounds for a period of one month, to Real Oviedo for not establishing the necessary measures to control the access and stay of spectators and prevent that, once the match was over, there would be a massive invasion of the playing field and the activation of various fumigenic devices during the match: REAL OVIEDO – CD MIRARIOS.
  • Proposal for a sanction of 10,000 euros to the Real Racing Club de Santander for not establishing the necessary measures to control the access and stay of spectators and prevent the introduction and, subsequently, activation in the north stand of the stadium of various fumigenic devices on the occasion of the match: REAL RACING CLUB DE SANTANDER – GRANADA CF.
  • Proposal for a sanction of 10,000 euros to the Real Racing Club de Santander for not establishing the necessary measures to control the access and stay of spectators and prevent the entry and, subsequently, activation of several flares on the occasion of the training open to the public held on 11 June.
  • Proposal for a sanction of 5,000 euros, and temporary closure of the sports grounds for a period of one month, to the CD Alcoyano for not establishing the necessary measures to control the permanence of spectators and prevent that, once the match was over, there was a massive invasion of the playing field on the occasion of the match: CD ALCOYANO – REAL MADRID CASTILLA.
  • Proposal for a sanction of 3,001 euros to the Miranese CD for not establishing the necessary measures to control the access and stay of viewers and prevent the introduction and, subsequently, activation in the visiting stand of several fumigenic devices on the occasion of the meeting: CD MIRANESE – REAL RACING CLUB DE SANTANDER.

 

 

Proposals for penalties for amateurs:

  • Proposal for a sanction of 80,000 euros and a ban on access to sports venues for a period of five years for an individual who, having in force a ban on access to sports venues, was located inside the stadium and, in addition, activated a fence in sector 219 on the occasion of the match: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of EUR 60.001 and a ban on access to sports venues for a period of two years for an individual who, having a ban on access to sports venues in force, actively participated in a public order incident at Gate 14 and, after leaving the police who intervened to restore order, was identified as leaving the stadium after the match: REAL MURCIA CF – GIMNÀSTIC DE TARRAGONA.
  • Proposal for a sanction of 10,000 euros and a ban on access to sports venues for a period of twelve months for an individual who was caught throwing firecrackers twice against the visiting fan and, when registered, was found in possession of two flares and a firecracker on the occasion of the match: SD PONFERRADINA – FC ANDORRA.
  • Proposals for penalties of 10,000 euros and a ban on access to sports venues for a period of twelve months for two individuals who, located in sector 24 of the stadium, activated a bengal during the course of the match: FC BARCELONA – REAL MADRID.
  • Proposal for a sanction of EUR 10 000 and a ban on access to sports venues for a period of 12 months for an individual who, while the invasion of the playing field took place after the match, activated a fence during the match: REAL ZARAGOZA – RC DEPORTIVO DE LA CORUÑA.
  • Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for 54 individuals who actively participated in a violent battle between hobbies that took place in a hotel establishment on the occasion of the meeting: REAL VALLADOLID CF – DEPORTIVO ALAVÉS.
  • Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for 16 individuals who actively participated in the amateur riots that took place on the day of the meeting: CÓRDOBA CF – UD ALMERÍA.
  • Proposal for a sanction of 5,000 euros and prohibition of access to sports venues for a period of 12 months for an individual who, after being eliminated a player for an anti-regulatory action while the match was being played, accessed the playing field and severely and repeatedly insulted and threatened several of the members of the arbitration team in THE SPANISH SCHOOL AGED TABLE TENNIS CHAMPIONSHIP, held in Alcobendas (Madrid)
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who was confronted by security guards who had previously intercepted two minors who had broken into the playing field on the occasion of the encounter: HERCULES OF ALICANTE CF – ATLÉTICO SANLUQUEÑO CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after skipping a police rope, repeatedly and severely insulted the police, refused to identify himself and attacked one of the policemen during the match: REAL OVIDEO – REAL ZARAGOZA.
  • Proposal for a sanction of 5,000 euros and prohibition of access to sports venues for a period of 12 months for an individual who, located in the area from which objects were thrown onto the pitch, made repeated threats and serious insults to the assistant referee on the occasion of the meeting: UP LANGREO – RC DEPORTIVO DE LA CORUÑA FABRIL.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after trying to access the stadium without validating his entry into the lathes, punched the security guard who intervened to stop his attitude on the occasion of the match: REAL OVIEDO – CD MIRARIOS.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, located in the northern grandstand of the stadium, activated a fence with serious risk for those present during the match: REAL RACING CLUB DE SANTANDER - GRANADA CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, at door 19-24 of the stadium, after throwing the contents of a drink at the feet of a policeman, repeatedly made sexist insults against it on the occasion of the match: RC RECREATIVO DE HUELVA – AD ALMERÍA.
  • Proposal for a sanction of 5,000 euros and prohibition of access to sports venues for a period of 12 months for an individual who, after throwing a bottle of water at the police and absconding, was located and carried an access ticket in the name of another person on the occasion of the meeting: MÁLAGA CF – BURGOS CF.
  • Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for three individuals who, at the 14th gate of the stadium, threw several objects against the police during the match: REAL MURCIA CF – C GIMNÀSTIC DE TARRAGONA.
  • Proposals for penalties of 5,000 euros and a ban on access to sports venues for a period of 12 months for two individuals who assaulted a visiting amateur who was in the area of the old town on the occasion of the meeting: ATHLETIC CLUB – GLASGOW RANGERS FC.
  • Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for three individuals who, in the vicinity of the stadium, after provoking rival fans who were in a hotel and catering establishment by gestures and slogans of a Nazi nature, insulted them and threw various blunt objects on the occasion of the meeting: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, in Sector 21, after actively participating in a fight between hobbies, assaulted fans located in the localities below those located during the match: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, in Sector 338 of the South Fund, severely and repeatedly insulted the police, refused to identify himself and assaulted one of the participants on the occasion of the meeting: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, while travelling the visiting fans, activated a fence with serious risk for those gathered there, resulting in burns on the visor of the helmet of one of the policemen on the occasion of the meeting: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after activating a fence in the area of the lower stand of Gol Sur, hindered the work of the police while intervening to restore order during the match: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, in sector 110 of the north stand, assaulted an amateur on the occasion of the meeting: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after repeatedly knocking on one of the doors of the stadium, refused to follow the instructions of the guards, assaulting the police who intervened to restore order during the match: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after trying to pass a police checkpoint on several occasions established at Gate A, refused to identify himself and was found in possession of a bengal and a bottle of alcoholic liquor on the occasion of the meeting: FC BARCELONA – REAL MADRID CF.
  • Proposal for a sanction of 4,000 euros and prohibition of access to sports venues for a period of 12 months for an individual who, in the northern sector of the stadium, tried to access without entry or valid title for a place not enabled, behaving aggressively with the participants on the occasion of the match: FC BARCELONA – REAL MADRID CF.
  • Proposals for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for six individuals who, broke several seats and caused serious damage to a metal platform located in the North Stand 1 on the occasion of the meeting: CD MIRANESE – BURGOS CF.
  • Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after participating in a fight at gate 42 of the stadium, pushed and punched one of the agents involved on the occasion of the match: LIFT YOU -SD ÉIBAR.
  • Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for an individual who threw a bottle at the online judge on the occasion of the meeting: CD ALCOYANO – REAL MADRID CASTILLA CF.
  • Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after activating several firecrackers outside, covered his head with a balaclava inside the stadium and was in possession of a large firecracker on the occasion of the match: AD MÉRIDA – ROYAL FOOTBALL SOCIETY B.
  • Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after trying to access the stadium by jumping a fence next to a group of amateurs, severely insulted the policemen who intervened, even throwing a glass of beer against the participants during the match: CD MIRANESE – REAL RACING C FROM SANTANDER.

Those amateurs identified as authors of various breaches of Law 19/2007 against violence, racism, xenophobia and intolerance in sport have also been proposed for punishment: for altering the order, for the introduction and consumption of alcoholic beverages, for drug consumption, for insulting and threatening amateurs, vigilantes and police, for trying to access without valid title, not following the instructions of security officials, etc.

About the Anti-Violence Commission

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGTBIphobic practices in sport.

The Standing Committee, which meets biweekly, is composed of representatives of the Higher Sports Council, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Office of the Attorney General of the State.
