Proposals for sanctions by the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport
- The Commission proposes to fine 17 citizens for incidents in stages 12, 14 and 15 of the Cycling Tour to Spain, and declares five First and Second Division meetings at high risk
17 September 2025.- The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has agreed to propose a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months to a Real Oviedo fan accused of making racist insults to Real Madrid players Kylian Mbappé and Vinicius Junior.
The infraction was detected in the 37th minute, when the cameras captured a man located in the North Fund of the Carlos Tartiere stadium who made “body gestures of imitation of a monkey” and who was identified by the National Police as a member of an ultra group of the local team. On September 6, he was arrested and the Examining Court 1 of Oviedo investigates whether there is a crime.
On the other hand, the Anti-Violence Commission has agreed to propose fines to several supporters of First Division, Second Division and First Federation clubs for the commission of serious and very serious violations of Law 19/2007 of 11 July against violence, racism, xenophobia and intolerance in sport.
It highlights a sanction of 60,000 euros and ban on access to sports venues for two years imposed on a member of the radical group Esquina Sur del Hércules of Alicante that had a ban on access to sports venues decreed by the Subdelegation of the Government in Alicante and valid until next December.
Ultra Ligallo Group
In addition, the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has approved a battery of proposals for sanctions against fans linked to the ultra Ligallo group of Real Zaragoza.
These dossiers stem from the effort made by the Information Brigade of the National Police Headquarters in Aragon, through a new group dedicated to the pursuit of radicalism in sport.
The agents issued reports about 25 followers allegedly linked to Ligallo. The Anti-Violence Commission has agreed proposals for sanctions for them for showing flares and other anti-law behaviors in the matches of Real Zaragoza against Deportivo de la Coruña and Huesca last season. These fines range from 1,500 to 60,000 euros (the largest amount is for an amateur who was subject to a ban on entry to the stadiums).
Sanctions on teams
Likewise, the State Commission has decided to propose fines to the Elche Club de Fútbol, Real Oviedo, Xerez Deportivo and Sociedad Deportiva Ponferradina for non-compliance in the obligation of control of access with flares and alcohol to the stadiums.
In the case of Real Oviedo, the Commission has adopted a proposal for a sanction of 10,000 euros for the display of a large canvas in the stand of the Carlos Tartiere stadium during the meeting on June 21 against the Mirandez Sports Club signed by the ultra Symmachiarii group with the acronym ‘SYM’ on its lower right, which is considered a violation of the regulations.
La Vuelta
On the other hand, the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has proposed punishing 17 citizens for incidents at different stages of the Cycling Tour to Spain 2025. The fines range from 3,000 to 4,000 euros, as well as the ban on access to sporting events for a period of six months.
The files correspond to actions of the National Police and the Civil Guard in the Laredo-Los Corrales sections of Buelna (stage 12), Avilés-La Farrapona (stage 14) and Aveiga-Monforte de Lemos (stage 15).

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGTBIphobic practices in sport.
The Standing Committee, which meets on a fortnightly basis, is composed of representatives of the Higher Sports Council, the Ministry of the Interior, the National Police Force, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Office of the Attorney General of the State.
