Madrid, 16 April 2024.- The President of the Higher Sports Council (CSD), José Manuel Rodríguez Uribes, appeared this Tuesday at his own request in the Committee on Education, Vocational Training and Sports of the Congress of Deputies to explain the general lines of this legislature, the priorities for action and the initiatives that are already underway for this 2024, a year marked by the dispute over the Olympic and Paralympic Games in Paris.

“Tomorrow we will be exactly 100 days from the start of the Olympic Games and I would like to take this opportunity to highlight the close collaboration of the CSD with the Olympic and Paralympic Committees, materialized in the ADO and ADOP plans, as well as the efforts of RTVE and the sponsoring companies. We share the hope that the Spanish delegation will achieve the objective that we have been pursuing for three decades: to surpass the 22 Olympic medals of Barcelona’92. We were close in Athens and London and it is undoubtedly an extraordinary challenge,” he said.

In view of the Paris Games 2024, the Superior Sports Council has adopted a pioneering measure in the history of Spanish sport, the equalization for the first time of the economic medal prize. “Paralympic medallists will have the same economic consideration as Olympic medallists. Equals between equals. It is the will of a sensitive government that places the sport practiced by people with disabilities in the institutional place that, over the years, conquered athletes such as Carmen Riu, Teresa Perales or José Manuel Ruiz,” he said.

To this sporting event, the Spanish delegation will come bolstered by the impetus of the CSD-Team Spain program, endowed with 50 million euros in the cycle that links Tokyo and Paris, from which coaches and technical staff also benefit, and which is allowing to intensify the physical and mental preparation of the Olympic and Paralympic athletes who will compete in the Games and enhance those strategic disciplines in the projection of our image in the world. To this is added the significant investment in the High Performance Centers and the Technification Centers, thanks to the Next Generation funds.

“We have invested a total of 123 million euros to continue being sports referents and sustainable spaces. In this legislature we will provide the CAR of Madrid with a new center of excellence in innovation, with three axes of activity: research, sports development and academic training, a true reflection of the transversal nature of sport”, said Rodríguez Uribes.

The president of the CSD has also detailed the legislative priorities that will complete the renewal of the regulatory framework, following the adoption of the new Sports Law in December 2022.

The public consultation period for the new Royal Decree of Sports Entities – the current one is in force since 1991 – began on March 20 and will be open until April 20. The Royal Decree that develops the Sanctioning and Disciplinary Sports Regime is also in the process of public consultation. “With the same dates as the previous one, we want to update it and adapt it to the provisions of the law, guaranteeing the full operation of the new sanctioning mechanisms,” said the president of the CSD.

In addition, José Manuel Rodríguez Uribes has announced that the Superior Sports Council will promote “a code of good governance, as well as the creation of an ethical committee to ensure compliance.” “We are going to do everything in our power so that certain situations do not happen again in the future, and so that Spain’s reputation is not damaged,” he said.

In order to improve the protection of sportspeople, the task of developing the Sportsman’s Statute will also be addressed, which will be supported and promoted by this House thanks to the recent creation of a parliamentary subcommittee. In this legislature, the creation of the figure of the Defender of the Athlete will also be promoted, “as the ultimate guardian of his rights and guarantor of good practices in sport,” said the Secretary of State for Sport.

The regulatory development of the Act will provide for the necessary reform of the regulations on sports insurance, dating from 1993.

“The scope, coverage and benefits of compulsory sports insurance need to be updated. Therefore, on January 11, we opened the public consultation process. After the contributions received, we are reviewing the final text to continue with the procedures prior to its approval by the Council of Ministers,” he said.

Rodríguez Uribes has expressed during his appearance his “enormous concern” in relation to episodes of racism and the presence of ultra ideology groups in the sports environment. “It is a global problem, because it crosses borders; and a social problem, because it exceeds the sports field. That is why we need to work actively to combat it,” he said.

The president of the CSD has communicated within the framework of the Committee on Education, Vocational Training and Sports “the intention to commission, to a specialized center or entity of recognized prestige and first level, a study on the current rules and protocols, in order to update and improve them”.

“We will transfer your reflections and proposals to the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, the Spanish Observatory on Racism and Xenophobia and the Government Delegations, also to UNESCO and FIFA,” he said.

The Secretary of State for Sport also stressed that “sport is acting as a driving tool for economic prosperity and the generation of employment at a time of transformations and modernization”.

“But also as a catalyst for social change. Sport is helping to break gender gaps and unfair inequalities. And this reflection on the importance of sport is only possible in a fully democratic society such as ours. Societies that play sports, and care for each other, live better and longer. And that is, after all, one of my missions as president of the CSD: to guarantee the exercise of the right to practice sports, whether in the field of high level and competition or for the purposes of leisure, health, well-being or improvement of physical condition. I hope and wish to be able to develop during my mandate all the potentialities offered by our sport, which is law, industry and which is value or values”, he concluded.
