Proposals for sanction by the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport

Madrid, 29 January 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting this Monday at the headquarters of the Higher Council of Sports (CSD), has agreed to declare High Risk the party:

  • CD Leganés – Rayo Vallecano de Madrid (Friday, 31 January 2025)

The Standing Committee wishes to express its support to those Athletic Club players who have publicly spoken out against the intolerant attitudes of a grada sector that prevents the rest of the fans from being able to encourage their team normally.

Furthermore, in relation to the serious incidents recorded at the Atlético de Madrid-Real Madrid meeting, held on 29 October, the Commission undertook to propose to sanction all those actions contrary to Law 19/2007. In this sense, thanks to the collaboration of the club Atlético de Madrid for the work of identification, six new proposals for penalties for launching objects have been agreed, raising the number of penalties to 20 individuals.

In addition, a number of proposals for sanctions have also been agreed, including:

Proposals for sanctions against clubs:

  • Proposal for a penalty of EUR 3.001 to the Real Sociedad de Fútbol for deficiencies in the measures of control of access and permanence of spectators by not preventing the introduction of two megaphones without identifying the amateurs who carried them, considering these objects as unauthorized and susceptible to be used as arrogant elements in the meeting: REAL SOCIEDAD DE FÚTBOL SAD – AJAX DE AMSTERDAM

Amateurs' proposals for penalties:

  • Proposals for the sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for two local amateurs who, at door 2 of the tribal area, attacked several visitors on the occasion of the meeting: XEREZ CD SAD – XEREZ DFC.
  • Proposals to sanction 4,000 euros and ban access to sports venues for a period of 12 months for four individuals who, being part of a group of visiting amateurs who were escorted to the stadium, altered the order, repeatedly disobeyed the indications of the police and assaulted them with a PVC stick in the match: RC DEPORTIVO DE LA CORUÑA SAD – REAL
  • Proposed sanction of 4,000 euros and ban on access to sports venues for a period of 12 months for an amateur who, after starring a discussion in the stadium’s pavilion area, punctuated a fiancée in the match: RCD DE LA CORUÑA SAD – CD MIRANDA SAD
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an amateur visitor who, located on the upper north floor, spared and increased local amateurs located below their locality in the match: C ATLÉTICO DE MADRID SAD – DEPORTIVO ALAVÉS SAD
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an amateur who propinned a head to another amateur, both located on the animation floor, at the meeting: REAL MADRID CF – GETAFE CF SAD
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for a local amateur who, in the vicinity of the stadium, insulted and attacked an amateur who was part of the group of amateur visitors at the meeting: DEPORTIVO ALAVÉS SAD – CD LEGANÉS SAD
  • Proposals for the sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for five visitors who, after breaking the metacrylate that delimited the area and several of the seats, threw various objects into the family floor on the occasion of the match: REAL SAD FOOTBALL SOCIETY – ROYAL SC ANDERLECHT
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for a local amateur who attacked a visiting player when he left the playing field through the costume tunnel at the party break: UNIONISTS DE SALAMANCA CF – CD LUGO SAD
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an amateur visitor who altered the order inside the stadium, tried to attack a vigilante and, subsequently, spit out one of the police officers who intervened to restore order in the meeting: SEVILLA FC SAD – CA OSASUNA
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an amateur who, showing clear symptoms of drunkenness and without valid entry or title, tried to enter by force and attacked a vigilante in the meeting: SEVILLA FC SAD – CA OSASUNA
  • Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for a local amateur who inflicted racially insults to another amateur at the meeting: VALENCIA CF SAD – DEPORTIVO ALAVÉS SAD
  • Proposal for a penalty of 3,500 euros and a ban on access to sports venues for a period of 9 months to three visitors who introduced several cans of beer with alcohol in the match: FC CARTAGENA SAD – ALBACETE BALOMPIÉ SAD
  • Proposed sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months to a local amateur who, showing clear symptoms of intoxication, showed resistance to the police and hid a firecracker in the party: UD ALMERÍA SAD – GRANADA CF SAD

  • Proposed sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months to an amateur visitor who threw a seat towards the parking area of buses in the match: CYD LEONESA SAD – GIMNÁSTICA SEGOVIANA CF
  • Proposal for a penalty of EUR 3,001 and a ban on access to sports venues for a period of 6 months to an amateur visitor who threw a bottle into the playing field in the match: DEPORTIVO ALAVÉS SAD – REAL VALLADOLID CF SAD
  • Proposals for a penalty of 3.001 euros and a ban on access to sports venues for a period of 6 months for six fans who have been identified as authors of the launch of various objects to the field on the occasion of the match: CLUB ATLÉTICO DE MADRID – REAL MADRID CF

  • Proposal to sanction 2,000 euros and ban access to sports venues for a period of 4 months to an amateur who, having been warned that he could not smoke in the area inside the stadium where he was located, confronted the vigilantes aggressively on the occasion of the match: C ATLÉTICO DE MADRID SAD – GETAFE CF SAD
  • Proposals for a penalty of 1,500 euros and a ban on access to sports venues for a period of 3 months for four amateurs who, in the vicinity of the stadium, carried wooden clubs of approximately one meter in length, pyrotechnic artifacts and other forceful objects on the occasion of the match: CD BASKONIA VITORIA GASTEIZ – VIRTUS P. BOLOGNA
  • Proposals for a penalty of 1,500 euros and a ban on access to sports venues for a period of 3 months for two amateurs who, inside the stadium, carried alcoholic beverages contained in 5 cl bottles. capacity match: REAL SOCIEDAD DE FÚTBOL SAD – REAL BETIS BALOMPIÉ SAD

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGBTI practices in sport.

The Standing Committee, which meets on a biweekly basis, is composed of representatives of the High Council of Sports, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Real Federación Española de Fútbol, LaLiga and ACB and the Office of the Attorney General of the State.
