Proposals for sanction from the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport.
Madrid, 22 April 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting this Tuesday at the headquarters of the Higher Council of Sports (CSD), has agreed to declare High Risk the parties:
- Athletic Club-Manchester United (1/05/2025)
- Real Betis Balompié-ACF Fiorentina (1/05/25)
- Ponferradina-Cultural Leonesa (17/05/25)
In addition, the Standing Committee wishes to express its strongest condemnation of the serious and inadmissible episodes of verbal violence to which the members of the arbitral collective are addressed. In this regard, in view of the proliferation of such violent messages detected on social networks, the Standing Committee has agreed to take the appropriate measures to identify all those individuals who, through their profiles, pour insults and hate messages against the arbitrators and propose the corresponding sanctions.
The Anti-Violence Commission has also made the following proposals for sanctions:
Proposals for sanctions against football clubs
- Proposal for a penalty of 90,000 euros to Real Betis Balompié for not establishing the necessary control measures of access and permanence of spectators that would prevent the introduction and subsequent activation of numerous smoking artifacts; the introduction and exhibition of two large banners: one with an insulting and inciting message of violence and, another, with a message of support to a group whose many followers have been sanctioned by conducts 19.
- Proposal for a sanction of 10,000 euros for the Real Zaragoza for not establishing the necessary control measures of access and permanence of spectators to prevent the introduction and subsequent activation of numerous smoking devices on the stands on the occasion of the public training held on 5 April.
- Proposal for a penalty of 3.001 euros for the Real Sociedad Deportiva Alcalá for not establishing the necessary measures for controlling access and permanence of spectators and preventing the introduction and subsequent activation of numerous smoking artifacts on the stands during the public training held on April 6.
Proposals for penalties for amateurs
- Proposal for a sanction of EUR 60.001 and a ban on access to sports venues for a period of 24 months for an amateur who, having in force a ban on access to sports venues, was located and identified within the stadium on the occasion of the match: UD IBIZA SAD – CF INTERCITY ALICANTE.
- Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an amateur who attacked a watchman who prevented him from entering after leaving the stadium on the occasion of the match: REAL RACING C DE SANTANDER SAD – CÁDIZ CF
- Proposal for a sanction of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an amateur who, with clear symptoms of drunkenness and without valid access title, was entrusted to a vigilante and subsequently violently kicked one of the doors, entering the stadium on the occasion of the meeting: RECREATIONAL RC OF HUELVA – BETIS DEPORTIVO BALOMPIÉ.
- Proposals for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for five individuals who seriously altered the order in sector 128 of the South Fund by confronting vigilantes who intervened with violence to avoid a disruption between amateurs during the meeting: ATLÉTICO MADRID – REAL MADRID.
- Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an individual who attacked an amateur in the sector 221 on the occasion of the meeting: ATLÉTICO MADRID – REAL MADRID.
- Proposals for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for three individuals who hindered police work by confronting with violence the agents intervening to restore order in sector 128 of the South Fund during the meeting: ATLÉTICO MADRID – REAL MADRID.
- Proposals for a penalty of 5,000 euros and a ban on access to sports venues for a period of 12 months for two individuals who, coinciding with the passing of the bus that carried the players of the Atlético de Madrid by the Avda. from Arcentales heading to the stadium, violently assaulted the police who were there on the occasion of the meeting: ATLÉTICO MADRID – REAL MADRID.
- Proposals for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for two individuals who faced the police who were deployed in the security zone established at the nearby stadium for the eviction of the visitor after the meeting: ATLÉTICO MADRID – REAL MADRID.
- Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an individual who, at the entrance door 42 of the stadium, was trying to access a knife on the occasion of the match: LEVANTE UD – FC CARTAGENA.
- Proposals for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for two individuals who, in the vicinity of doors 3 and 4, attacked two visitors on the occasion of the match: ZAMORA CF – UNIONIST CD DE SALAMANCA CF.
- Proposal for a sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for an amateur who, after attempting to enter the stadium without attesting his identity, violently pushed a security assistant during the meeting: VALENCIA CF – RCD MALLORCA.
- Proposal for a sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for an amateur who, showing clear symptoms of drunkenness, altered the order of the visitor and severely and repeatedly insulted the police who intervened to restore order on the occasion of the meeting: REAL MADRID BASKETBALL – CD BASKONIA VITORIA – GASTEIZ.
- Proposal for a sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for an amateur who, situated in an area close to the visitor's hobby, increased these at the same time as he carried out the Nazi greeting at the time of the meeting: REAL OVIEDO – RCD DE LA CORUÑA.
- Proposal for a sanction of EUR 3,001 and a ban on access to sports venues for a period of 6 months for an individual who broke a seat on the Gol Sur deck by kicking off at the meeting: ALBACETE BALOMPIÉ – MÁLAGA CF.
Amateurs identified as authors of various breaches of Law 19/2007 against violence, racism, xenophobia and intolerance in sport have also been proposed for sanction: for altering order, for the introduction and consumption of alcoholic beverages, for the consumption of narcotic drugs, for profering insults and threats against amateurs, vigilantes and police, for trying to access without valid title, not following the instructions of the security officers, etc.

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGBTI practices in sport.
The Standing Committee, which meets on a biweekly basis, is composed of representatives of the High Council of Sports, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Real Federación Española de Fútbol, LaLiga and ACB and the Office of the Attorney General of the State.
