Proposals for sanctions by the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport.

Madrid, 14 May 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting this Wednesday at the headquarters of the Higher Sports Council (CSD), has agreed to declare the match a High Risk:

  • Las Palmas – Leganés, corresponding to the 37th day of the First Division.

The Anti-Violence Commission has also established the following sanction proposals:

Proposals for sanctioning football clubs:

  • Proposal for a sanction of 50,000 euros and the temporary closure of the sports grounds for a period of one month to the Real Betis Balompié for not establishing the necessary measures of control of access and stay of spectators that prevented the introduction and subsequent activation of various pyrotechnic devices, the introduction and display of several large banners without prior communication to the Security Coordinator or providing the certificates of being made with fire retardant materials; and, in addition, for not following the indications established by the governmental authorities in relation to the records for the visitors, putting at risk the security device established by the police, all on the occasion of the meeting: Real Betis Balompié - Sevilla FC.
  • Proposal for a sanction of 30,000 euros for the Club Atlético Osasuna for deficiencies in the measures of control of access and stay of spectators by not preventing the introduction and, subsequently, the display of several large banners without prior communication to the Security Coordinator or providing the corresponding certificates of being made with fireproof materials; and, in addition, for the repetition and recidivism in the deficiencies detected in relation to the stay of spectators by not preventing the occupation of the evacuation routes of the southern bottom of the stadium on the occasion of the meeting: Club Atlético Osasuna – Real Madrid.
  • Proposal for a sanction of 20,000 euros to Real Racing de Santander for deficiencies in the control measures of access and stay of spectators by not preventing the entry and, subsequently, exhibition of several large banners without the mandatory prior communication or providing the certificates of being made with flame retardants; and, in addition, for not following the indications of the Security Coordinator and displaying a typhoon clearly inciting hatred or rivalry between hobbies on the occasion of the meeting: Real Racing Club de Santander – Real Oviedo, declared a high-risk match.

 Proposals for penalties for amateurs:

  • Proposal for a sanction of 60.001 euros and a ban on access to sports venues for a period of 24 months for an amateur who, having in force a ban on access to sports venues, was located and identified inside the stadium on the occasion of the match: FC Cartagena – CD Castellón.
  • Proposal for a sanction of EUR 6 000 and a ban on access to sports venues for a period of 12 months for an amateur who, outside the stadium, threw a glass bottle and a lighted bengal at a police van and subsequently showed great resistance to the police who intervened during the match: Atletico de Madrid – FC Barcelona.
  • Proposals for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for two fans who tried to breach the security controls established aggressively and resisted their identification during the match: Dreamland Gran Canaria – Hapoel Tel Aviv.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an amateur who disturbed the order and spat on rival fans on the occasion of the match: CD Castellón – Albacete Balompié.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an amateur who, in the presence of minors, threatened and assaulted other amateurs, seriously altering the order on the occasion of the match: Atletico de Madrid – FC Barcelona.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an amateur who, with symptoms of drunkenness, tried to enter without a valid title through Gate 64 and subsequently assaulted two security guards on the occasion of the meeting: Real Madrid CF – Real Sociedad.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, after assaulting another amateur, beat on the chest one of the agents who intervened to stop the aggression on the occasion of the meeting: Athletic Club – Rangers FC.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, at the access controls, when registered, wore two knives on the occasion of the meeting: RC Celta de Vigo – UD Las Palmas.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, located on the northern goal stand, threw several objects onto the pitch, causing the match to be stopped for three minutes, in the match: Sevilla FC – Atletico de Madrid.
  • Proposal for a sanction of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, showing clear symptoms of drunkenness, tried to access the stadium and assaulted a guard at the match: Real Betis Balompié – Villarreal CF.
  • Proposal for a sanction of 3,001 euros and a ban on access to sports venues for a period of 6 months for an individual who, after the match, broke into the pitch and grabbed a local player with the intention of taking a photograph on the occasion of the match: Hercules from Alicante CF – AD Alcorcón.
  • Proposals for penalties of 3,001 euros and a ban on access to sports venues for a period of 6 months for two individuals who, showing clear signs of drunkenness, confronted the watchmen violently and refused to follow police instructions on the occasion of the meeting: Real Madrid CF – Valencia CF.

Those amateurs identified as authors of various breaches of Law 19/2007 against violence, racism, xenophobia and intolerance in sport have also been proposed for punishment: for altering the order, for the introduction and consumption of alcoholic beverages, for drug consumption, for insulting and threatening amateurs, vigilantes and police, for trying to access without valid title, not following the instructions of security officials, etc.

In addition, the Standing Committee wishes to draw attention to the celebrations of some players and the display by them of symbols and emblems of amateur groups whose members have been punished for breaches of Law 19/2007.

In this regard, it has been agreed to transfer such conduct to the Royal Spanish Football Federation for assessment, since it is understood that such acts may be subject to the application of the disciplinary code.

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGTBIphobic practices in sport.

The Standing Committee, which meets biweekly, is composed of representatives of the Higher Sports Council, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Office of the Attorney General of the State.
