The State Commission against Violence in Sport proposes fines to 53 citizens for incidents in the Vuelta a España

  • The Commission proposes a sanction of 40,000 euros for the Club Deportivo Alavés for allowing graffiti and murals with symbology of the group Iraultza 1921 on the facade and accesses of the Mendizorrotza Stadium.
  • The matches between FC Barcelona and Olympiacos (October 21) and Haz Vallecano and Lech Poznan (November 6) declared high-risk
  • Proposed sanction for a Real Betis Balompié fan for facing the security of the Levante CF stadium to prevent the withdrawal of a banner from the ultra United Family group

15 October 2025.- The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has agreed to propose sanctions against 53 demonstrators for invading the roadway and confronting the agents during three stages of the last Cycling Tour to Spain.

The dossiers correspond to actions developed by the Ertzaintza in the passage of the test through the Basque Country and the Civil Guard in Asturias and Pontevedra. They add to the fines proposed by the State Commission at its two previous meetings.

The proposals include sanctions of 1,500 to 5,000 euros and the prohibition of access to sports venues for 3 and 12 months for the commission of minor and serious infringements.

The Civil Guard proposed a sanction for 39 people. Of those, 12 were arrested for attempting to cut the road and chain themselves to the Chainsaws in a stretch of stage 13.

For its part, the Basque autonomous police urged to fine 14 citizens for incidents in stage 11, as they passed through Bilbao. Of these, four were arrested for clashes with the officers when they tried to invade the road.

Clubs:

In addition, the State Commission against Violence, Racism and Intolerance in Sport has issued fines to three football clubs for breaches of security measures in their facilities.  

The Club Deportivo Alavés faces a possible sanction of 40,000 euros for allowing murals with symbology of the group Iraultza 1921 on the facades and exterior accesses of the Stadium of MendizorrotzaSince the 2015-2016 season, the club has accumulated around thirty proposals for sanctions for acts contrary to Law 19/2007, most linked to the “support and promotion” of this radical group. 

For its part, Real Valladolid faces a proposed fine of 3,001 euros for the consumption of alcohol in the venue and the CD Teruel to 3,001 euros for leaving several tools abandoned and accessible to fans of a rival club in a First Federation match with Hercules de Alicante CF.

Real Madrid - Olympique de Marseille

The State Commission has also proposed 19 sanctions against fans for different behaviors during the Champions League match between Real Madrid CF and Oympique de Marseille.

The meeting was declared at high risk by the displacement of French ultras fans and the possible clash with local supporters. The National Police reinforced the security mechanism and, although there were no significant incidents, the officers processed 19 files for violent behaviour, alcohol and drug consumption and confrontations with security in access.

The 16 proposals on fans of the Olympique in Marseille will be sent to the French authorities so that, depending on their competences, they can take appropriate measures.

Ultras del Real Betis Balompié

On the other hand, the State Commission has proposed to the Government Delegation to impose a fine of 6,000 euros to an amateur of the United Family group of Real Betis Balompié for carrying out an incident with members of the private security and the National Police during the match against UD Levante on September 14.

Private security removed a banner from the ultra group, a forbidden symbol in the stadium, and the defendant tried to avoid it cheered by other betic followers located in the same sector. This is a male identified as a prominent member of United Family, with several prior sanctions.

Finally, the State Commission against Violence in Sport has agreed to declare high-risk parties to the following meetings:

  •  FC Barcelona – Olympiacos

    Barcelona, 21 October 2025 - 18.45 hours (Champions League)

  • Vallecano Ray – Lech Poznan

    Madrid, 6 November 2025 - 9 p.m. (Conference League)

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist practices in sport.

The Standing Committee, which meets on a fortnightly basis, is composed of representatives of the Higher Sports Council, the Ministry of the Interior, the National Police Force, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Office of the Attorney General of the State.
