Proposals for sanction from the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport.

Madrid, 26 February 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting this Monday at the headquarters of the Higher Council of Sports (CSD), has agreed to declare High Risk the parties:

  • Real Sporting de Gijón – Real Racing Club, que se disputará el 8 de marzo.
  • Real Madrid – Atlético de Madrid, to be played on March 4
  • FC Barcelona – Benfica, to be played on March 11.
  • Atlético de Madrid - Real Madrid, to be played on March 12

The Standing Committee wishes to convey its condolences to the relatives and relatives of Andrés Rico, sadly deceased after not being able to overcome the aftermath of the aggression received more than two months ago during the dispute of a cadet handball party in the Vilalonga pavilion at Sanxenxo. In the same way, the Permanent Representative wishes to express her strongest condemnation of such acts, contrary to the good sporting order and with tragic consequences.

In addition, a number of proposals for sanctions have also been agreed, including:

Proposals for sanctions against clubs:

  • Proposal for a sanction of 10,000 euros to San Fernando CD Isleño due to deficiencies in the measures of control of access and permanence of spectators by not preventing them from entering and, once the meeting was over, while the players were on the field, a number of flares and smoke boats were activated at the meeting: SAN FERNANDO CD ISLEÑO -LINARES DEPORTIVO.
  • Proposal for a sanction of EUR 10,000 to the Real Racing Club de Santander for deficiencies in the measures of control of access and permanence of spectators by not preventing the introduction and activation of numerous flares on the occasion of the open public training held on 21 December 2024.
  • Proposal for the sanction of 5.000 euros to the Club Atlético Osasuna due to deficiencies in the measures of control of access and permanence of spectators by not preventing the introduction and display of four large banners in the Lower South Bay, without having been previously informed by the security coordinator, nor have the certificates of being made with fireproof materials on the occasion of the CLUB ATLÉTICO OSASUNA meeting.

Amateurs' proposals for penalties:

  • Proposal for a sanction of 60.001 euros and a ban on access to sports venues for a period of five years for an individual who, having in force a ban on access to sports venues, was located inside the stadium on the occasion of the REAL BETIS BALOMPIÉ – DEPORTIVO ALAVÉS meeting.
  • Proposals for a sanction of 6,000 euros and a ban on access to sports venues for a period of twelve months for three visitors who, after being observed in verbal confrontations with the local hobby, when they were identified, gave comments and xenophobic slogans, while showing great resistance to the intervention of the Police on the occasion of the party ELCHE CF – REAL ZARAGOZA.
  • Proposals for a penalty of 5,000 euros and a ban on access to sports venues for a period of twelve months for 32 individuals for their participation in a tumultuous trespassing between rival hobbies that took place in various parts of the city on the occasion of the match: CÓRDOBA CF – UD ALMERÍA.
  • Proposal for a penalty of 5,000 euros and a ban on access to sports venues for a period of twelve months for six individuals who participated actively in a violent confrontation between radicals that took place in the immediate vicinity of the stadium on the occasion of the match: MARBELLA FC-ATLÉTICO DE MADRID.
  • Proposal for a sanction of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an individual who propinned an amateur and seriously threatened another at the meeting: REAL MADRID CF – RB SALZBURG.
  • Proposal for a penalty of 5.000 euros and a ban on access to sports venues for a period of twelve months for an amateur who, when going to the security search established in the access, showed a defiant and aggressive attitude towards the vigilantes and propinned several blows on the back of one of the participants on the occasion of the meeting: REAL MADRID BASKETBALL – CD BASKONIA VITORIA-GAIZ.
  • Proposal for a penalty of 5,000 euros and a ban on access to sports venues for a period of twelve months for an individual who, after a clash between hobbies that was taking place at the height of the 30th door of the stadium, tried to violently attack the fans gathered there on the occasion of the party: REAL OVIEDO – REAL SPORTING DE GIJÓN.
  • Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an individual who increased and made a racist gesture to a player who was on the visiting bench on the occasion of the match: REAL SPORTING DE GIJÓN - ELCHE CF
  • Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an amateur visitor who, passing at the height of gate 15 of the stadium, listened to a security guard at a short distance on the occasion of the match: REAL OVIEDO – REAL SPORTING DE GIJÓN.
  • Proposal for a penalty of 5,000 euros and a ban on access to sports venues for a period of twelve months for an amateur who, after trying to access the stadium with an invalid title by door 24, struggled with the person in charge of the access control, hitting it with the umbrella it was carrying and, when proceeding to its identification, showed a defiant attitude with the police on the occasion of the party: UD LAS PALMAS.
  • Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of twelve months for an amateur who repeatedly refused to leave the evacuation route that was hindering, insulting and grabbing one of the police officers who intervened on the occasion of the meeting: CD LEGANÉS – RAYO VALLECANO DE MADRID.
  • Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for three individuals who, after the end of the game, attacked an amateur visitor with a glass bottle and a bengal on the occasion of the meeting: REAL SOCIEDAD DE FÚTBOL – PAOK THESSALONIKI FC.
  • Proposal for a EUR 4,000 sanction and a ban on access to sports venues for a period of 12 months for two amateurs for profering repeated racist and xenophobic insults against two players of the Real Sociedad who were in the band at the VALENCIA CF – REAL SOCIEDAD DE FÚTBOL meeting.
  • Proposal for a sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for an individual who, while removing the visiting team from the playing field, suffered xenophobic insults while performing obscene gestures on the occasion of the meeting: YECLANO DEPORTIVO – AD CEUTA.

Also, sanctions have been proposed for all those identified individuals who have been surprised to consume alcoholic beverages and narcotic drugs inside the stadiums, have disobeyed the indications of the police and security guards, have infused insults to rival amateurs, have thrown objects into the playing field, have participated in altercations, have tried to access without valid title, etc.

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGBTI practices in sport.

The Standing Committee, which meets on a biweekly basis, is composed of representatives of the High Council of Sports, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Real Federación Española de Fútbol, LaLiga and ACB and the Office of the Attorney General of the State.
