Proposals for sanction from the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport.

12 March 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport agreed, at its meeting on Wednesday, to declare the meeting to be High Risk:

  • Real Betis Balompié – Sevilla FC, corresponding to the 29th First Division Day, which will take place on 30 March at 2pm.

Among the issues and proposals of sanction dealt with by the Permanent stand out, among others, those agreed for the two individuals who have been identified as perpetrators of the violent aggression against three local amateurs, people with disabilities, once the meeting Villarreal Club de Fútbol - Valencia Club de Fútbol is over. The Permanent has agreed to punish them with fines of 30,000 euros and a ban on access to sports venues for a period of 18 months.

In addition, the Permanent would like to draw attention to a proposal for a penalty of 3.001 euros for the organizer of a bicycle test for the comments of a sexist, offensive and bad taste contained in the communications made by email to the participants of the competition in the months prior to its celebration.

On the other hand, the Standing Committee wishes to express its concern regarding the celebrations of the players who, led by euphoria, occupy the fence and even jump to the stands to share their joy with the amateurs, forgetting the established security measures regarding the permanence of spectators and endangering their integrity and that of the congregated there. In this sense, the responsibility of all players and amateurs is called, so that demonstrations of euphoria always develop safely.

Proposals for sanctions against football clubs

The Anti-violence Committee has also set out these proposals for sanctions for the following football clubs:

  • Proposal to sanction EUR 3.001 to the Club Deportivo Leganés for deficiencies in the measures to control the permanence of spectators by not preventing, a visitor spectator from jumping from the dock to the area between the billboard and the playing field on the occasion of the meeting: CD LEGANÉS – DEPORTIVO ALAVÉS.
  • Proposal for a penalty of 3.001 euros to Sevilla FC for deficiencies in the control measures of access and permanence of spectators by not preventing the introduction of a large banner without having been communicated to the security coordinator or providing a certificate of being made with flame retardants in the party: SEVILLA FC – RCD MALLORCA.

Proposals for penalties for amateurs

The Anti-Violence Commission has also agreed on other proposals for sanctions for amateurs, including:

  • Proposals for a penalty of 30,000 euros and a ban on access to sports venues for a period of 18 months for two individuals who, after finishing the match in the vicinity of the stadium, violently attacked three local amateurs, people with disabilities, causing them serious injuries in the match: VILLARREAL CF - VALENCIA CF.
  • Proposals for a penalty of 5.000 euros and a ban on access to sports venues for a period of 12 months for seventeen individuals who, after finishing the game and shouting radical slogans, caused damages of various consideration in a place where they broke out, assaulting a person who was in it on the occasion of the meeting: C ATLÉTICO DE MADRID - GETAFE CF.
  • Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an individual who, during the rest period of the party, attacked a local amateur on the occasion of the meeting: HERCULES DE ALICANTE CF - CF FUENLABRADA.
  • Proposal for a penalty of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, when trying to access alcoholic beverages and be recriminated by security guards, insulted and threatened them severely, hitting one of the vigilantes on the occasion of the party: AD MÉRIDA – REAL MURCIA CF.
  • Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an individual who, after the end of the match, listened to two visiting players when they accessed the costume tunnel and in the presence of numerous underage amateurs on the occasion of the meeting: CF MOTRIL – ATLÉTICO MALAGUEÑO.
  • Proposal for a penalty of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who threw a plastic bottle that impacted a visiting player and caused the arbitrator to suspend the match for a period of ten minutes, on the occasion of the meeting: CF MOTRIL – ATLÉTICO MALAGUEÑO.
  • Proposal for a penalty of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, the night before the match and being part of a group of about 30 people, attacked several visitors who were on a terrace at the time of the meeting: REAL MADRID CF – AC MILAN SPA.
  • Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an individual who, first at the break and then at the end of the match, approached the costume tunnel to spit and proclaim serious threats and insults to the referees at the meeting: ARAKALDO CF – FC ANDORRA.
  • Proposal for a sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for an individual who, outside the stadium and while the meeting was taking place, poured those present with serious slogans and insults against the team and fans of visitors during the meeting: VALENCIA CF – FC BARCELONA.
  • Proposal for a sanction of EUR 4,000 and a ban on access to sports venues for a period of 12 months for an individual who, embodied in a fence in the visitor area, made serious insults against local amateurs while performing obscene gestures during the meeting: VALENCIA CF – FC BARCELONA.
  • Proposal for a sanction of 3,001 euros and a ban on access to sports venues for a period of 6 months to an individual who, during the eviction of the stadium, threw a plastic bottle and a can of soda from the Upper North Fund to the public road, where there was a large crowding of people leaving the grounds after the match: CÁDIZ CF – FC CARTAGENA.
  • Proposal of sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months to an individual who, from the VIP club “San Telmo”, delivered a glass bottle containing alcoholic beverage, to an amateur who was located in the gallery area of the stands on the occasion of the meeting: ATLÉTICO SANLUQUEÑO CF – CLUB ÉTICO ÉTICO.
  • Proposal for a sanction of EUR 3,001 and a ban on access to sports venues for a period of 6 months to an individual jumping from the visitor’s dock to the area between the billboard and the playing field at the meeting: CD LEGANÉS – DEPORTIVO ALAVÉS.
  • Proposed sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months to an individual who, in the vicinity of door 24 of the stadium, launched a bottle against the local hobby, impacting at a short distance from the place where there was an indication of the Cavalry Unit on the occasion of the match: C ATLÉTICO DE MADRID – GETAFE CF.
  • Proposal for a penalty of EUR 3,001 and a ban on access to sports venues for a period of 6 months to an individual who, located on the young deck, threw a wick into the corner of the game ground where a visiting player was at the time of the match: VALENCIA CF – FC BARCELONA

Also, those amateurs identified as authors of various breaches of Law 19/2007 Law 19/2007 against violence, racism, xenophobia and intolerance in sport have been proposed for sanction: introduction and consumption of alcoholic beverages, consumption of narcotic drugs, profering insults and threats, trying to access without valid title, etc.

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGBTI practices in sport.

The Standing Committee, which meets on a biweekly basis, is composed of representatives of the High Council of Sports, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Real Federación Española de Fútbol, LaLiga and ACB and the Office of the Attorney General of the State.
