Rodríguez Uribes: “The Statute of the Athlete is an opportunity to move towards a model that recognizes sport as a right”

The president of the CSD has stressed the need for a regulation that guarantees the integral protection of athletes.

Madrid, October 28, 2025.- The President of the Superior Sports Council (CSD), José Manuel Rodríguez Uribes, participated on Tuesday in a meeting on “The future of the Statute of the Athlete”, in which he stressed the need for a regulation that guarantees its integral protection.

Organized by Youbefy, You First and Harmon, the day has led to a conversation between political representatives, sports and business leaders and athletes on the occasion of the process of drafting the Statute of the Athlete, an instrument that has acquired a legislative dimension after the creation of a subcommission in the Congress of Deputies.

For the president of the CSD, this initiative derived from the new Sports Law offers “an opportunity to move forward, from a broad social and political consensus, towards a model that recognizes sport as a right and protects in an integral way those who make it possible.”

This integral protection, according to Rodríguez Uribes, must include employment and social contribution, health and the development of the dual career among its derivatives. “All these dimensions are present in the public policies that the CSD is promoting. Especially, through the High Level Athlete Care Program (PROAD),” he said.

Rodríguez Uribes, who has encouraged “the legislator to take a definitive step” through the aforementioned subcommission, has also highlighted the importance that the Statute of the Athlete will have in its dignification and recognition. “The level of Spanish sport is not only measured by the medals, but by how athletes are treated,” he said.

In the political-regulatory block, two spokespersons of the Education, Vocational Training and Sports Commission, Amador Marqués (PSOE) and Javier Merino (PP), and the member of the Perez-Llorca Fiscal Area, Norma Peña i Bagés, have spoken.

The day continued with an exhibition by the founder of Youbefy, Margarita Ortiz, who stressed the importance of the transition towards withdrawal. Ex-gymnast Almudena Cid also spoke about this reality in a conversation with the founder of You First, Juan Aísa; as well as former basketball player Arturo Llopis, fencing player Lucía Martin-Português and rugby player Pol Pla.

For its part, the final block, moderated by the director of the Department of Tourism, Culture and Sport of the CEOE, Inmaculada de Benito, has brought together the deputy general director of the Spanish Paralympic Committee, Susana Gaytán; the general director of the World Football Summit, Marian Otamendi; and the president of the Royal Spanish Swimming Federation, Fernando Carpena, in a space dedicated to public-private collaboration.

The closing ceremony was led by Harmon CEO Jaime Olmos, who defended the construction of a collective commitment to place sport at the heart of the social and economic agenda.
