The State Commission against Violence in Sport proposes fines to 22 ultras for the altercations prior to the final of the Copa del Rey in Seville

29 October 2025.- The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has agreed to propose sanctions against 22 fans for clashes registered before the final of the King's Cup of football, held on 26 April.

Members of the ultras groups Boixos Nois and United Family staged incidents in the Plaza de San Francisco in Seville the afternoon before the match between Real Madrid and FC Barcelona. Some 80 ultras attacked the National Police deployed in the center of the city, threw tables, chairs and other objects of urban furniture against the agents and caused destruction in establishments in the area.

The riots prompted an investigation by the Information Group of the so-called Operation Canabolo. And although there are proceedings in Court of Instruction number 16 in Seville, the State Commission against Violence, Racism and Intolerance in Sport has proposed sanctions within the framework of its competences.

Requests for fines of 5,000 euros and the prohibition of access to sports venues for a period of 12 months for the commission of serious infringements have been transferred. Most of the proposed people have in their history other proposals of sanction for previous incidents.

Clubs

On the other hand, the State Commission against Violence, Racism and Intolerance in Sport has proposed a sanction of 60.001 euros to the Vallecano Ray of Madrid for selling tickets in its stadium on the same day of the match against KF Shkëndija Tetovo, corresponding to the group stage of the Conference League.

The meeting was held on October 2 and was declared high-risk due to the danger posed by the displacement of fans from Macedonia. According to Royal Decree 748/2008, of 9 May (article 15), the declaration of high risk prevents the marketing of tickets in person on the day of the meeting.

The National Sports Office of the National Police (OND) detected the breach of this prescription and the Commission has decided to propose a fine for an infraction classified as “very serious”. The Vallecano Ray has accumulated 71 sanction proposals for different infractions since the 2014-2015 season.

Racism

The Commission has proposed a penalty of 4,000 euros for a Real Oviedo fan for calling FC Barcelona player Marcus Rashford “black” during the clash between the two teams on September 25.

The League detected the images on social networks and filed a complaint with the National Police.

Subsequently, the analysis of the images of the cameras of the Organizational Control Unit (UCO) of the stadium allowed the identification of the alleged author of the facts. The processing of this proposal will be conditioned by the measures finally adopted in the criminal field.

Prevention

On the other hand, on September 29, the National Police prevented a tumultuous squabble between radical fans of the Club Atlético de Madrid and the Eintracht Frankfurt. The fans had been quoted through social networks to stick the day before the match played by both teams in the Champions League.

The work of gathering information and preventing violence carried out by the National Police made it possible to thwart the clash between radical groups. The performance ended with 17 identified and, more importantly, avoided serious disturbances.

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist practices in sport.

It is composed of representatives of the Ministry of the Interior, the Higher Sports Council, the National Police, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Attorney General’s Office.
