The State Commission against Violence in Sport proposes fines to 38 citizens for incidents in the Vuelta a España

  • The Commission proposes penalties of 1,500 to 5,000 euros for episodes recorded in the last four stages of the Cycling Tour to Spain
  • Vallecano-KF Shkendija, Málaga CF-Deportivo de La Coruña and Sporting de Gijón-Racing de Santander meetings declared high-risk
  • Two sanction proposals for fans for incidents in the 180th Edition of the horse races of Sanlúcar de Barrameda (Cádiz).

1 October 2025.- The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has agreed to propose sanctions against 38 citizens for incidents that occurred during the demonstrations in the Cycling Tour of Spain.

The proposals issued by the National Sports Office (OND) of the National Police contemplate fines of 1,500 to 5,000 euros for episodes recorded in the last four stages of the competition.

The files correspond to minor or serious infringements and are processed through Law 19/2007 of 11 July against violence, racism, xenophobia and intolerance in sport. In addition, prohibitions on access to sports venues for a period of up to one year are added.

Football

On the other hand, the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has proposed punishing the Huesca Sports Society with a fine of 3,001 euros for neglecting its obligation to prevent the access of alcoholic beverages to its stadium.

The episode took place in the match against Málaga CF on September 13 and also leaves proposals for fines for two fans with 3,001 and 600 euros respectively. The SD Huesca is the only team with a sanction report at the last meeting of the Commission.

In addition, the Anti-Violence Commission urges to sanction with 5,000 euros a Levante UD fan who threw a lighted fence at followers of FC Barcelona who were heading to the ‘Ciutat de Valencia’ stadium on August 23.

Horse racing

In addition, the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport has agreed to propose a fine for 44 fans for conduct covered by the sanctioning regime of the Sports Law.

Among these cases, the altercations carried out by two attendees at the 180th Edition of the horse races of Sanlúcar de Barrameda (Cádiz) stand out. According to the files, one of the citizens faced security when trying to access the ‘boxes’ area with a minor. The Commission proposes a sanction of 5,000 euros (Art. 24.1.b) and the prohibition of access to sports venues for a period of twelve months (Art. 24.3.b).

In the second episode, another citizen confronted the agents by presenting features of drunkenness. A fine of 3,001 euros is proposed (Art. 24.1.b) and the prohibition of access to sports venues for a period of six months (Art. 24.3.b) for a serious infringement.

The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist practices in sport.

The Standing Committee, which meets on a fortnightly basis, is composed of representatives of the Higher Sports Council, the Ministry of the Interior, the National Police Force, the Civil Guard, the Royal Spanish Football Federation, LaLiga and ACB and the Office of the Attorney General of the State.
