The Sports Sector Conference agrees to develop an Inclusive Sports Master Plan for 2025-2028
Madrid, July 29, 2025.- The Sectoral Conference on Sport, meeting this Tuesday at the headquarters of the Higher Sports Council (CSD), has agreed to promote an ambitious Master Plan for Inclusive Sport, which will mark the roadmap in this matter for the period between 2025 and 2028.
The proposal has been unanimously supported by regional leaders with competence in sport, in a gesture that reinforces the institutional commitment to equity, participation and universal accessibility in this field.
For the elaboration of this new plan, the working group of Equality in Sport will have the advice of the Inclusive Sports Table.
It is represented by the Chair of Inclusive Sports Studies of the Polytechnic University of Madrid, the Autonomous Communities, the Spanish Federation of Municipalities and Provinces, the Spanish sports federations, the General Directorate of Disability Policies and the Spanish Paralympic Committee, as well as the Higher Sports Council itself.
The agreement responds to the need to establish a common strategic framework for the coming years, which facilitates the implementation of inclusive public policies from grassroots sport to the high level and which guarantees effective and universal access to sports practice.
Another of the main agreements reached has been the centralized management by the Youth Institute (INJUVE) of the funds corresponding to the K1 action of the Erasmus+ program “Mobility for personnel training actions in the field of Sport”.
This measure will make it possible to speed up the implementation of the program, improve coordination between administrations and facilitate the access of sports technicians to international training experiences.
During the meeting, detailed information was also shared on the degree of implementation of the agreements linked to the Recovery, Transformation and Resilience Plan (PRTR) approved at the Sectoral Conferences of 2022 and 2023 and the “National Strategy for the Promotion of Sport against Sedentarism and Physical Inactivity” and the regulatory changes in the field of compulsory sports insurance.
World 2030, a country project
Finally, the progress made in the Interministerial Commission for the preparation and organization of the 2030 Football World Cup has been presented, stressing the need for loyal and coordinated collaboration between the different Ministries, Public Administrations and representatives of the sports, economic and social fields.
The sports leaders agreed to underline that only through a joint and aligned effort will it be possible to rise to a country challenge such as the organization of an event of this magnitude, which represents a unique opportunity to project internationally the image of Spain and leave a transforming legacy in terms of infrastructure, territorial cohesion and sustainable development.
