Proposals for the sanction of the Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Deport
26 March 2025.- The Standing Committee of the State Commission against Violence, Racism, Xenophobia and Intolerance in Sport, meeting this Monday at the headquarters of the Higher Council of Sports (CSD), has agreed on a number of proposals for sanctions, including:
Proposals for sanctions against football clubs
The Anti-violence Commission has put forward these proposals for sanctions for the following football clubs:
- Proposal for a sanction of 75,000 euros to the Club Deportivo Alavés for not establishing the necessary control measures to prevent the acquisition of an entry for the meeting: REAL BETIS BALOMPIÉ – DEPORTIVO ALAVÉS to an individual with an access ban in force and, in addition, not having deprived of the status of partner, associate or paid to that individual as established in article 15/2007.
- 2 proposals for the sanction of 4,000 euros to the Rayo Vallecano de Madrid due to deficiencies in the measures of control of access and permanence of spectators by not preventing the introduction and, subsequently, consumption of cans of alcoholic beverages in the meetings: RAYO VALLECANO DE MADRID – VILLARREAL CF and RAYO VALLECANO DE MADRID – SEVILLA.
- Proposal for a penalty of 3.001 euros for the CF Benidorm for not taking the necessary measures to prevent the sale and consumption of alcoholic beverages in the stadium during the match: CF BENIDORM – CD RODA.
- Proposed sanction of 3.001 euros for Las Palmas due to deficiencies in the measures of control of permanence and eviction of spectators by not preventing, at the end of the match, a spectator to invade the playing field on the occasion of the meeting: UD LAS PALMAS – FC BARCELONA.
- Proposal for a penalty of 3.001 euros for the Cultural and Sports Leonesa for not preventing the storage, in a room located inside the stadium and available for the peñas, of four flags with masts over 1.5 meters in length, being elements of animation not authorized on the occasion of the match: CULTURAL AND SPORTS LEONESA – ZAMORA CF.
- Proposal for a sanction of EUR 3.001 for the CD Baskonia Vitoria Gasteiz due to deficiencies in the measures to control the permanence of spectators by not preventing a large group of people from agglomerating in the vomiting of the grada, in particular sectors 219 and 220, on the occasion of the meeting: CD BASKONIA VITORIA GASTEIZ – MACCABI TEL AVIV.
Proposals for penalties for amateurs
The Anti-Violence Commission has also agreed on other proposals for sanctions for amateurs, including:
- Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an amateur who, being intercepted for accessing a security zone established for the players, attacked a vigilante and subsequently insulted and seriously threatened the security chief at the time of the match: REAL MADRID BASKETBALL – FC BARCELONA BASKETBALL.
- Proposal for a penalty of EUR 5,000 and a ban on access to sports venues for a period of 12 months for an amateur who, in the access controls, was intervened by being hunted on the occasion of the match: SASKI BASKONIA – MACCABI TEL AVIV BC.
- Proposals for a penalty of 5,000 euros and a ban on access to sports venues for a period of 12 months for six individuals who actively participated in a tumultuous tinea that took place in Plaza Fontova a few hours before the start of the match HERCULES DE ALICANTE CF – RC RECREATIVO DE HUELVA.
- Proposal for a penalty of 5,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, at the entrance door 4 of the stadium, challenged the police and wore a knife on the occasion of the match: REAL SOCIEDAD DE FÚTBOL – MANCHESTER UNITED FC.
- Proposals to sanction 4,000 euros and ban access to sports venues for a period of 12 months to two individuals who, at the 46th minute of the meeting, screamed and performed xenophobic and racist gestures directed to the player Vinícius Jr. on the occasion of the match: REAL SOCIEDAD DE FÚTBOL – REAL MADRID CF.
- Proposal to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an individual who increased local fans by obscene and threatening gestures, while performing gestures simulating the Nazi greeting on the occasion of the match: CD ALCOYANO – HÉRCULES DE ALICANTE CF.
- Proposal for a sanction of 4,000 euros and a ban on access to sports venues for a period of 12 months for an amateur who, at the end of the meeting, jumped into the playing field, came to contact the goalkeeper and ignored the requirements of the vigilantes and tried to escape on the occasion of the match: DEPORTIVO ALAVÉS – RCD ESPANYOL DE BARCELONA.
- Proposals for the sanction of EUR 4,000 and the ban on access to sports venues for a period of 12 months for three individuals who, outside the stadium, while carrying out the Nazi greeting, severely and repeatedly insulted rival supporters on the occasion of the party: VALENCIA CF – ATLÉTICO DE MADRID.
- Proposals to sanction 4,000 euros and ban access to sports venues for a period of 12 months for an individual who, on the top floor of Gol Xicolet, showing clear symptoms of drunkenness, behaved violently during the match: VALENCIA CF – ATLÉTICO DE MADRID.
- Proposals for a penalty of 4,000 euros and a ban on access to sports venues for a period of 12 months for an individual who, outside the stadium and the bus of the visiting team, experienced repeated serious insults on the occasion of the match: VALENCIA CF – ATLÉTICO DE MADRID.
- Proposal for a sanction of EUR 3,001 and a ban on access to sports venues for a period of 6 months for an individual who, in the control of access, was intervened a firecracker and a executioner on the occasion of the match: SASKI BASKONIA – MACCABI TEL AVIV BC.
- Proposed sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months for an individual who, showing clear symptoms of drunkenness, maintained a defiant and disrespectful attitude against rival players and vigilantes who required him to change his attitude on the occasion of the meeting: CD MIRANDA – REAL OVIEDO.
- Proposal for a penalty of 3.001 euros and a ban on access to sports venues for a period of 6 months for an individual who, at gate 37, provoked an altercation maintaining a challenging and aggressive attitude when he refused to be subjected to the relevant access controls on the occasion of the match: REAL MADRID CF – C ATLÉTICO DE MADRID.
- Proposal for a sanction of 3.001 euros and a ban on access to sports venues for a period of 6 months for an individual who, the height of door 39 of the stadium, when the visitor hobby approached the entrance controls, made serious insults against rival fans while exhibiting a t-shirt with Nazi symbols on the occasion of the match: REAL MADRID CF – C ATLÉTICO MADRID.
- Proposal for a sanction of 3.001 euros and a ban on access to sports venues for a period of 6 months for an individual who, inside the stadium, consumed an alcoholic beverage of a can on the occasion of the party RAYO VALLECANO DE MADRID – VILLARREAL CF.
- Proposal for a sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months for an individual who, inside the stadium, consumed a drink of a can on the occasion of the match RAYO VALLECANO DE MADRID – SEVILLA FC.
- Proposed sanction of 3.001 euros and prohibition of access to sports venues for a period of 6 months for an individual who, in the access control of door 24, concealed among his clothes a can of alcoholic beverage on the occasion of the match: CLUB ATLÉTICO DE MADRID – ATHLETIC CLUB.
- Proposed sanction of 2,000 euros and prohibition of access to sports venues for a period of 4 months for an individual who, inside the stadium, exhibited an insulting banner for the player Vinícius Jr. and consumed narcotic substances during the meeting: CA OSASUNA – REAL MADRID CF.
Also proposed for sanction are those amateurs identified as authors of various breaches of Law 19/2007 Law 19/2007 against violence, racism, xenophobia and intolerance in sport: introduction and consumption of alcoholic beverages, consumption of narcotic drugs, profering insults and threats, trying to access without valid title, etc.
About the Antiviolence Commission
The State Commission against Violence, Racism, Xenophobia and Intolerance in Sport is a collegiate body responsible for the formulation and implementation of active policies against violence, intolerance and the avoidance of racist, xenophobic and LGBTI practices in sport.
The Standing Committee, which meets on a biweekly basis, is composed of representatives of the High Council of Sports, the Ministry of the Interior, the National Police Corps, the Civil Guard, the Real Federación Española de Fútbol, LaLiga and ACB and the Office of the Attorney General of the State.
