The world of sport benefits from the extraordinary measures adopted during the state of alarm

Madrid, 19 march 2020.The high council of sports (CSD) has moved to the world of sport a detailed explanation of the actions to contain the royal decrees that in recent days has passed the government on the occasion of the situation of health crisis caused by COVID-19 and support directly or indirectly to the Field of sport.



To that end, the CSD has developed a document based on these measures, which has already been referred to the responsible for sports of the autonomous communities, sports federations, as well as the own athletes to which they are aware of how they can see benefited.



Labour market, social and administrative matters



In employment and entrepreneurial RD, 12 march shows the postponement of tax debts which will be able to accommodate all those entrepreneurs and workers in the field of sport as a result of the current situation as required ”. In the same lines, RD from 18 march comprises measures to encourage the maintenance of employment and strengthen the protection of workers directly affected.



In that regard, we have established exceptional measures regarding the procedures for the suspension of contracts and reduced working hours due to force majeure, the so-called Temporary files of Regulation of employment (ERTE). Well, recognizes the right to contributory unemployment benefit to persons concerned workers, even without occupation of the listed minimum necessary. In Addition, this time is not computed for the purposes of consume time limits established perception. Moreover, entrepreneurs who carry out a ERTE may adopt extraordinary measures in the area of contribution in relation to those procedures. Thus, the sports companies in this situation will be exempted from payment of contributions to Social security during this period, something that does not affect workers as they remain as such a time.

In addition, with the aim to cover the businesses and self-employed people affected by the current situation, including those linked to the sports world, has adopted a line for coverage by the state of the financing granted by financial institutions; enlargement to eur 10 billion of borrowing limit the ICO in order to increase the lines of financing; and a special line of insurance coverage for up to 2,000 million.



In key social, RD from 18 march reflected the mortgage debt moratorium for the acquisition of habitual housing which, like any other worker, related to the world of sport will be eligible.



For its part, the DOMINICAN REPUBLIC on 12 march establishes the guarantee of the basic right to food of children and girls in situations of vulnerability that are affected by the closure of schools. All those families linked to the world of sport living this situation shall be entitled to receive financial assistance or the direct provision of food distribution.



Finally, as regards the administrative sphere, the royal Decree No. 463/2020, of 14 march, by the state of alarm for the management of the situation of health crisis caused by COVID-19, provides for the suspension of the administrative deadlines, something that affects all proceedings of this type relating to the world of sport.
