BLM handball

This Regulatory Standard applies to all fields of handball game that are made totally or partially with funds of the Sports Council for the practice of handball and where competitions of the Royal Spanish Federation of Handball are to be held. The Sports Federation is responsible for the approval of each installation for the organisation of official handball competitions. This document has been developed with the aim of normalizing the regulatory aspects of any useful installation for the practice of this sport, for which the current international regulations have been taken into account and has been submitted to consultation of the Real Federación Española de Volleyball.

1. FIELD SIZE

The playing
field is a rectangle of dimensions 40 m x 20 m. Of the lines that delimit the playing field, the longest are called band lines and the shortest: outer line of goal (on both sides of the goal) and goal line (between goal posts).In

The lines of brands shall be 5 cm wide except the line of goal which has the same width as the poles, 8 cm. They will be of a color that is perfectly distinguishable from the playing surface. All the lines are part of the area they demarcate. The Mini-handball field tracing will be done according to the figure



4. OBSTACLES FREE HEIGHT BETWEEN

THE SURFACE OF THE SPORTS PAVEMENT AND THE NEAREST OBSTACLE IN INDOOR INSTALLATIONS (LOWER SIDE OF THE ROOF, BEAM HANGER, LUMINAIRE, AIR CONDITIONING DUCT, etc.) and in outdoor facilities it shall be at least 7 m above the field and the outside bands remaining at that height totally unobstructed. In competitions of the Royal Spanish Basketball Federation the matches will be held in covered pavilions. In high-level international competitions the minimum free height shall be 10 m.5. ORIENTATION SOLAREthe longitudinal axis of the runway, in outdoor facilities, must coincide with the geographical direction

N-S, allowing

a variation between N-NE and N-NO.6. Artificial lighting will be uniform and so that it does not cause the players, the arbitral team or the

viewers to be dazzled. It shall have the

following minimum levels of horizontal lighting and colour performance, in accordance with the criteria of UNE-EN 12193 “Lighting of sports facilities”, as indicated below:

To broadcast TV color and film recording a level of vertical illuminance is required in function of the speed of the action and the dimension of the object, in the aforementioned standard UNE-EN 12193, sports have been classified, in this sense, into three groups A, B and C; handball belongs to group B. The value of the vertical illuminance varies with the distance from the camera to the object, see the following graphic determination.

The rigid pavements are not recomendables.El sports paving shall include the area of the playing field and the exterior safety belts indicated in paragraph 2.El sports paving shall have a flat surface and shall comply with the following requirements, based on the standard UNE-EN 14904:2007 “Surfaces for sports areas. Specifications for indoor multisport floors”:

The manufacturer and the installer of the sports pavement shall provide the documentation of the sports pavement which shall include at least the following:-

Results of the laboratory test of a pavement sample.-
Description of the installation procedure.- Information on
the maintenance of the sports pavement.- The results of
the “on-site” tests and their compliance with the required requirements.8. LA PORTERIAEhe handball playing field will be equipped

with two lotteries. They

are placed in the center of each outer line of goal. Its interior measurements are 2 m high by 3 m wide. They must be firmly attached to the ground by means of drawers or other anchoring system or to the walls behind them, see figures

 

They will comply with the Game Rules of the Spanish Real Federation of Handball and the standard UNE-EN 749 “Handball Lotteries”. The
goal will especially meet the requirements of resistance and stability indicated by the standard UNE-EN 749 before citada.En Mini-handball,

the lotteries have internal measures of 3,00 m x 1,80 m However, a width of 2.70 m and a height of 1.60 m to 1.80 m can be permissible. For novice children, smaller portions (2.20 m x 1.50 m) can be used. See figure

THE MARCOEl frame

In Benjamin category (under 10 years) the ball will be size 00 (circumference 44 to 46 cm). In the Alevín category (10 to 11 years) the ball will be size 0 (circumference 46 to 50 cm). See figure



In official international matches the balls will meet the technical requirements of the ball of the International Basketball Federation IHF, which are indicated below:A) Special

characteristics of leather balls: Leather balls must be of high quality, full grain chrome leather. After tanning, the leather should be:- Resistance to high breaking (approximately 95 kg/cm2)- Smooth and flexible to

the touch.- No defects, grain and resistant seams, which
will exclude todoriesgo from lesions and will
not be broken or divided.- It will be composed of
at least 32 sectors.- It will be used for stitching only nonwoven wires

OFFICIAL WATCH International high-level competitions the

gambling hall must be

equipped with a watch with large digital numbers (15 min to 0 min), which can be read without difficulty from the track. It must be placed on the judges' table. The watch shows the official TV time and must be in perfect working condition before and during the games.13. MEGAFONÍAEn sports facilities where high-level national and international competitions are to be

held, the sports facility must have a public address system. The public address system should allow individual control of the sound system in the areas where representatives of the media are located and comentaristas.El the public address system should be designed to automatically advertise in case of an emergency, both sportspeople and visitors. CLOSED TELEVISION CIRCUIT (CCTV)In sports facilities where high-level national competitions are to be held, the sports facility must have a closed-circuit colour television to monitor the spectators, if required by the authorities for

the prevention of violence in sport, however it is advisable to provide for its installationn.La installation of closed-circuit television will have fixed cameras and external accesses, etc. ), own supply of electricity and will be operated from the organisational control room of the installation. 15. ORGANISATIONAL CONTROL UNIT (UCO) In sports facilities where high-level national competitions are to be held, if required by the authorities for the prevention of violence in sport, due to the importance of the competition, the number of attendees, the safety of it and the modality of its development,

a control room


will be available from which you have an overview of the installation (runway, grades, etc. ), the organisational control unit shall have at least a closed-circuit television, public address and radio and telecommunication links, as well as any other means necessary for the control of the restaurant.16. SPACES USEFUL TO THE SPORT 16.1 SPACES FOR THE TABLE OF SCORER AND CHRONOMETER AND BANKS FOR PLAYERS. AREA PROTECTED ZONE TO THE SECURITY BAND, there will be on one side of the track a space for the

In national sports competitions, the table for the scorer and timer will be able to accommodate six people and will be equipped for electronic follow-up of the meetings (telephone line, electrical outlets, internet connection and data transmission). Players’ banks will have space for nine players and four officers like menimo.En sports facilities where high-level international competitions will be held,

there will be a protected area including the game track, safety bands and a perimeter space for scoops, timers, equipment benches, change zone, advertising and external security zone, around the runway and security bands, to ensure a full view without TV. The protected area shall have a total dimension of 50 m x 28 m and a free height of 10 to 12 m. The protected area, i.e. gambling hall, safety bands and perimeter space shall not be accessible to viewers. See figure

The following will also be provided:-

The judges' table (scorer, timer, etc.) shall be at least 3,00 m long, 0,60 m wide and 0,75 m high, with four seats and shall be placed on a platform between 0,10 m and 0,30 m high.- The support

table (speaker, music operator, anti-doping, etc.) will be between 4,50m–14m long, depending on the event and 0,75 m tall, with a number of six to twenty-two seats depending on the event and will be placed on a platform at 1,00 m high. See figure



Next to the table of judges will have a space for its own storage.16.2

TEMPERATURE AND VENTILATION The space

of the handball track will have ventilation and heating or air conditioning and will meet the requirements indicated in the NIDE standard “Rooms and Pavilions” Sports spaces, Runway Polideportiva.En sports facilities

for high level competitions will be maintained a temperature of 24ºC 17. AUXILIARY SPACES FOR SPORTSMEN 17.1 CLOTHING AND SPORTS TOILETS and shall have at least two separate locker rooms, one for each team. The costumes will have a changing area of clothing with benches and hangers, a shower area with drying space and an toilets area with toilets of toilets and lavabos.Las characteristics of these spaces are detailed in

national and international sports competitions of high level, four costumes are required for the players of the planned meeting and the next meeting, if the next. In large sports facilities, there are usually six changing rooms for more operational use. The changing rooms shall be

located as close as possible to the game track, on the

of

the change zone and with direct access to the change zone and to the heating room. The locker rooms shall have a minimum clearance height of 2,50 m and shall be composed of areas with the following characteristics:• Changing area of the players’ clothing,

for approximately 20 persons, equipped with benches, hangers or wardrobe closets, two

massage beds and blackboard. Minimum surface area of 35 m2.• Area of showers, with non-slip and waterproof floor, with at least 10 showers. • Zone of toilets and washbasins with mirrors and dryers of pelo.En the same costumes or annexes to each of them will be available a massage room and a meeting room of equipo.Por safety reasons may be necessary the installation of a tunnel of protection with respect to graderío, which may be extensible, from the runway to the entrance to the costumes The locker room shall have a changing area of clothing with

benches and hangers, a shower area with drying space and an toilets area with toilets and washbasins. In the same locker room or annex there will be an area for
writing records, reports, etc. with the appropriate furniture. Likewise, the characteristics of these spaces are detailed in the NIDE standard “Rooms and Pavilions”.For international competitions of high level, the sports facility will have two costumes, at least, for arbitrators, foreseen for a number of four
people, with a minimum area of 20 m2,

two showers, toilet, sink, mirror and small table and them.17.3 CHANGING ROOM AND MEETING ROOM ROOM It will be equipped with a scanning table, a stretcher, a

desk, armchair, a medicine cabinet, clothes rack and medical equipment essential for first aid. The first aid room must be available for both athletes and the public if

there is no other specific for

the partyblico.En high-level sports competitions, a separate first aid room may be required for players and another for the public. The first aid room for players will be arranged in such a way that it can be reached directly and quickly by the emergency services from the outside as well as from the game track itself. It will be located at the level of the runway with easy and quick exit to the outside, the accesses will be free of obstacles, so the injured player can be moved there quickly. The first aid room(s) for the public will allow the first aid to be administered to the public in need. It must be easily accessible from the graderío and from ambulances abroad via reserved routes. Both areas will include a toilet and a sink preferably with an anteroom that allows direct access from the first aid room. They must be fitted with a

stretcher, table, armchair and cabinet duly equipped with first-aid equipment. 17.5 CONTROL AREA OF DOPAJEEn official competitions will be available the doping control area, which will have exclusive use for this purpose. It must comply with the requirements laid down in Order PRE/1832/2011 of 29 June regulating the doping control area, the sampling material

and the protocol for

handling and
transporting blood samples and will have the following spaces:• A waiting room with chairs and refrigerators for non-alcoholic beverages or other substances that could give an adverse result, and adjacent room/s for

collection of

blood containers
If it is an additional room, refrigerators shall be fitted with a wrench to store the samples up to their traslado.Para high-level competitions, the doping control area shall have a minimum surface area of 30 m2 and shall include:• Waiting room with seats for 8 people with hangers or cupboards and refrigerator.• Working room with table and four chairs, wardrobe with wrench and sink It will have easy or direct access to the sports track and from the outside of the sports facility without obstacles, it will meet the

requirements of the NIDE standard “Halls and Pavilions”. In sports facilities for high-level competitions, a minimum of two large stores is required. 18. 18.1 OFFICES OF ADMINISTRATION, ORGANIZATION OF THE CHAMPIONSHIP AND ACCREDITATION ROOM FOR PERSONS RESPONSIBLE FOR THE ADMINISTRATIVE MANAGEMENT OF THE SPORTS FACILITY. Its size will be according to the size of the sports facility it serves, however it is recommended that each area has a space of not less than 20 square meters. It shall meet the requirements of the NIDE standard “Rooms and Pavilions”.For high-level national competitions, an office or room will be available for the installation of the organisation office of Campeonato.En high-level international competitions, offices will be available with the necessary surface and equipment for the planned events, with the following spaces available:• Two work rooms and offices.• Meeting room for delegates. )• Space for accreditation in the entrance lobby, with direct access from the outside and area of 30 to 50 m2. Vips and media accreditation spaces shall be differentiated and separated from the rest. All accreditation spaces will be clearly signposted 18.2 PERSONALLthe staff locker rooms will be of a size depending on the number of people involved in the preparation of the game track, cleaning, maintenance of technical facilities, etc. These costumes will be arranged separately from the area of sportspeople and referees' costumes.18.3 SPACES FOR AUTHORITIES AND PERSONALIDADESEn large sports facilities where relevant sports competitions will be held, a reception area and the stay of authorities and personalities will be available, which will be located near the Tribune of Authorities. For high-level international competitions, it is necessary to reserve spaces to receive VIP guests in an efficient and functional way, the size of which depends on the type of event. An appropriate Vip Hospitality Lounge will be available for at least 150 people (Preliminary and Main Rounds) and 250 people for the finals, with a minimum area of 150 m2. These spaces, outside their

use in

the event, may also be used for other
purposes or may constitute facilities temporales.As Parking spaces will be available for a minimum of 50 vehicles with separate access area and direct access to the interior of the facility and close to the hospitality room.18.4 SPACES FOR THE MEDIA OF COMMUNICATION The distance to the press centre must be short.- Radio and TV commentators:• Fixed booths with a space of 3 m x 3 m each will

be provided, with a window of possible opening in the front of the booths, with good visibility and without obstacles of the game track. At least 6 to
8 spaces with two seats each will be available, in the main round 12 to 14 spaces and at the end of 40 to 45 spaces.• Each commenter will have a desk large enough to place their equipment (TV screen, PC, fax, working papers, etc.) and will have electrical outlets, internet connection, printer, etc.• The commenter area will be easily accessible from other working
areas and will be located in the central gallery next to the main fixed cameras, separate from the public. Commentators will have a view of the
playing field without obstacles.- TV cameras:• The main cameras are located on the side of the table of judges and change zone, placed in an elevated position, and other cameras are available, two on each corner of the playing field, two on the side of the lotteries.• Other fixed or mobile cameras are placed in

different positions two on each corner of the playing field, two other viewers are

secured. The number of cameras and their situation will be agreed with the organiser and the TV company prior
to the event.• The platform for each camera will be approximately 2 x
2 m.• If there are windows in front of the main cameras, they must be darkened to

avoid the risk of dazzling.• In any case the planning must be coordinated with

competent experts of the TV media. ).- Press Conference Room and Press Working Room: A press conference room, equipped with microphones and a public address system, electrical outlets and sufficient furniture for a minimum number of 60 people and 150 for the final stages, will be available. In addition, it is

necessary to provide a working room for the press, equipped for a minimum
