The certificate of High Level depends on the condition that meets the person, among the specified in Article 2.3 of the royal decree 971/2007, dated 13 July sportsmen on high-level and high performance. To get this certificate, the person, his representative or the federation can apply directly to the CSD.
Additionally, to obtain the certificate of high-performance athlete in the case of comply with any of the requirements defined in subparagraphs (a), (b), (d) and) and (f), it is necessary that the Spanish Federation corresponding send the application to this body, by crediting which of them plays, so you should contact the Federation.
In the event that comply with subparagraph (c) of the Royal Decree, you must apply to the competent body in its Autonomous Community (General Direction of sports), and in the case of complying with the letter g), designed to athletes who are in centres for technicization recognized by the CSD, following programmes autonomous federations, must apply to CSD, while also providing a certificate in this regard, the corresponding autonomous federation.
If the sportsman leaves published in the lists of its Autonomous Community, in case you need the certificate for universities or learning centres of another autonomous community different from yours, this agency can also broadcast, provided that they provide the official journal where it was published, or certification of the General direction of sports, showing that meets the high performance status or equivalent, and provided that is within the set deadline.
That is the royal decree through this allows (c), that the condition of high performance or equivalent gained in an autonomous community can be taken into account in another community different.
